Study On Chongqing Medical Association And Its Members' Medical Insurance Mode Of Payment

Objective: By investigating the current situation of medical consortium mode and medical insurance payment in chongqing,this paper analyzes the characteristics and existing problems of medical consortium mode and medical insurance payment in different modes,summarizes the experience and lessons,and provides theoretical,technical support and empirical basis for improving medical consortium.Methods: Mainly qualitative combined with quantitative research,on The first affiliated hospital of chongqing medical university,the second affiliated hospital of chongqing medical university and the qijiang,qianjiang,hechuan,fengdu,liangping,,wanzhou,jiangjin total 7 county health bureau directors and 30 towns and townships and secondary and tertiary health management and hospital management personnel 98 people,the interview outline used qualitative interviews,supplemented by literature study,expert consultation and policy analysis,understand the relevant couplet of medical and health care payment status.Result: Through research and development,Chongqing has established a medical consortium mainly based on Trusteeship model,Branch hospital model and county technical assistance model,which has achieved certain results in grading diagnosis and treatment and upgrading the medical level of lower hospitals.And Chongqing has implemented themunicipal overall planning of the medical insurance fund,established a mixed payment model,and reduced the threshold fees for repeated hospitalization.However,there are still some problems,such as the inability to adjust the use of medical insurance funds,the lack of linkage between medical insurance and medical insurance,the imperfect payment mode of medical insurance,and the lack of corresponding performance appraisal methods.Suggestions: Give full play to the functions of the government,formulate relevant policies scientifically,build a close medical consortium,allow medical insurance funds in the consortium to adjust each other,improve the medical quality and performance appraisal system and incentive and restraint mechanism,rationally determine the total budget of medical insurance,and improve the payment mode of medical insurance.
