As China accelerates its access into an aging society when chronic diseases and sub-health populations are increasing significantly,limited medical service resources are unable to meet the growing health needs of residents.High medical burdens have also caused certain hidden troubles to Chinese social stability.The emergence of preventive healthcare services is good news for the society and the elderly fall risk assessment service is one of the preventive healthcare service.This service is based on the fall risk assessment equipment which will assess whether the person in question is at risk of falling by checking the walking gait of the elderly.At present,under the government's investment,the service had been put into trial in institutions such as community hospitals,education bureaus,and nursing homes.Due to the lack of an effective operation and management mechanism,the engagement was relatively low.Therefore,the effective operation and management mechanism of this service will have important social value and practical significance.This paper investigates and analyzes the needs of the elderly for fall risk assessment service from an empirical perspective and understands the willingness to participate in this service and willingness to pay for this service of the elderly through in-depth interviews and questionnaire surveys.Descriptive statistical analysis,reliability of the questionnaire results and correlation analysis are provided to get relevant conclusions.The survey results show that the main factors affecting elderly people's participation in this service include: distance from service sites,service duration,waiting time,service time interval,the monthly cost for preventive healthcare services and service price.The willingness of the elderly to participate in this service is significantly related with factors such as age and career,and the willingness to pay for this service has a lot to do with factors such as age,education level and monthly income level.Based on the above demand analysis,this service is designed which mainly includes the design of service content and operation models.And we select one of the operation models to explore the actual operation strategy.We analyze the benefits of the service operator which consider the circumstances in which the elderly will cancel appointment and no-shows comprehensively from the point of view of appointment and establish a revenue model.We give a solution algorithm and solve the specific operation plans under different parameter settings through numerical analysis to lay the foundation for sustainable operations.The numerical analysis results show that in the presence of no-shows,the service operator will allocate more appointment shares for the elderly who have ordered in advance preferentially,and there are optimal reservation plans that can be selected under different probabilities of no-shows.These results have practical reference and application value for the service operator of the elderly fall to formulate sustainable operation strategies.
