Limitations And Improvement Paths Of Health Poverty Alleviation Policy Undertaking Tactics Under The Perspective Of Target Management Responsibility

As an important part of poverty alleviation,health poverty alleviation is of great significance for ensuring the poor people's right to basic public health services,preventing poor people return to poverty due to illness.It is an important prerequisite for the whole Chinese people to enter the well-off society.The existing research has focused on the improvement of policies such as medical security,health equity,and graded diagnosis and treatment.It points out the optimal path of health poverty alleviation,but ignores the influence of the action logic of policy executives on policy supply.Therefore,it is necessary to reorganize the action logic of the policy implementation subjects and conduct targeted discussions on government behavior in the process of health poverty alleviation.Based on the goal management responsibility system and comprehensive incentive theory,this paper constructs a three-dimensional theoretical analysis framework of “target-incentive-institutional environment”.Through the introduction of cases,the local government's policy behavior in the process of health poverty alleviation and the policy undertaking tactics is demonstrated.After examining the limitations of the policy undertaking tactics,the internal mechanism of the policy is explained from the perspective of the goal management responsibility.The research finds that the target responsibility system shapes the top-down strong mobilization organization structure,and the incentive mechanism under the target responsibility system provides the internal motivation of the policy undertaking tactics.The goal constraint reinforcement and the means constraint softening provide the policy undertaking tactics' environment.In order to promote the target responsibility system from focusing on short-term poverty alleviation results to focusing on building long-term poverty alleviation mechanism,this paper proposes measures to improve the health insurance and medical assistance system,the interaction between closely level and strengthen the means to restrain the health and poverty alleviation.The main content of this article is divided into five parts.The introduction part mainly introduces the background,significance and research methods of the topic.On the basis of grasping the research status at home and abroad,it puts forward the theoretical framework of this paper.From the three-dimensional theoretical analysis framework of “target-incentive-institutional environment”,it analyzes the process of health poverty alleviation.Government Action.The second part is the case analysis part,which mainly describes the progress of health poverty alleviation in J province,the background of the policy undertaking tactics,and focuses on the value connotation,main forms and characteristics of the health poverty alleviation policy undertaking tactics.The third part uses the interview data in the field research process to summarize the limitations of the policy undertaking tactics from the perspective of target management responsibility,including the lack of target inspection and neglect the sustainability of health poverty alleviation.The incentive index bias weakens the poor group.The initiative to reduce poverty and the lack of process constraints have intensified the operational pressure of local finance.The fourth part starts from the perspective of the theory of target management responsibility,and analyzes the internal mechanism of policy-promoting in the process of health poverty policy undertaking tactics.The article believes that the target responsibility system of the upper and lower links shapes the top-down strong mobilization organizational structure,and the incentive mechanism under the target responsibility system is the intrinsic motivation of the local government to generate the policy undertaking tactics behavior,while the policy uniformity and the internal diversity of the regional diversity Contradictions have injected a flexible implementation space for local governments,thus providing a viable environment for policy undertaking tactics.The fifth part attempts to regard the action logic of the policy executive as an independent variable.By debugging the action logic of the policy enforcement entity,it points out the optimization path to further promote the health and poverty alleviation,including the construction of the target responsibility oriented to the improvement of the universal medical insurance system and the medical assistance system.The system,setting the model innovation-oriented incentive mechanism,strengthens the means constraint by means of close level interaction.
