Since the 19 th CPC National Congress,General Secretary Xi Jinping has emphasized that all work of the party and society should be people-centered,aiming at realizing the new pursuit of a better life for the people and building a socialist society with Chinese characteristics in the new era.And having a healthy body is the revolutionary capital of pursuing a better life and the fundamental guarantee of creating a better life.Providing comprehensive medical security for billions of people in our country is a stabilizer and lubricant for the long-term stability of the state,which is related to the health of tens of mil ions of people.The publication of the "Healthy China 2030" Program essential y reflects the new era of health and medical security concept with the overall development of human beings as the core,and marks the new stage of development of medical security in our country.To guide our country to gradually realize the strategic concept of healthy China.Under the background of healthy China strategy,the core is to ensure people's access to medical services.The scope of medical security is relatively broad.It includes not only medical insurance,but also other medical systems and policies to protect citizens' diseases and health.Medical security resources include not only tangible material resources such as medical institutions,medical equipment,medicine,but also intangible resources such as medical services,medical care,medical rehabilitation and so on.The goal of balanced al ocation of medical security resources is to achieve the accessibility of medical resources,enhance the effectiveness of medical resources,maximize the utilization rate of medical resources,and ensure that everyone has the right to medical security through structural adjustment of medical resources,which coincides with the original intention of the strategy of building a healthy China.However,China's current medical and health service system presents an "inverted pyramid" structure.The problem of "difficult and expensive to see a doctor" has become increasingly prominent.Contradictions between doctors and patients are frequent in various places.The phenomenon of mismatch between medical supply and medical demand has become "normal".The distribution of health resources in different levels of medical institutions is unbalanced.Most of the high-quality medical resources are concentrated in general hospitals.The al ocation of medical resources in primary medical institutions is negligible,and the al ocation of medical resources is seriously unbalanced.This unbalanced medical al ocation has led to a surge of people to large hospitals when they see a doctor,but there is no room for them at the door of primary medical institutions.Urban hospitals and primary medical care have not real y formed a competitive medical service system.The construction of medical consortium has not developed on the pre-set track.There is a phenomenon that urban hospitals compete with primary medical care for patients.The development of primary medical care is facing great chal enges.Based on the background of healthy China strategy and the analysis of the historical evolution of grass-roots medical care in China's medical service system,this paper explores the necessity of strengthening grass-roots medical care,and through statistical analysis of the current situation of human,material and financial resources of grass-roots medical care,puts forward the human,material and financial problems faced by the al ocation of grass-roots medical resources in the medical service system and the influencing factors.On this basis,the paper puts forward some suggestions to strengthen primary medical care: first,to strengthen the matching of policies by defining the standard of medical insurance payment at different levels and implementing the model of medical consortium;second,to improve the level of human resources al ocation of primary medical care by increasing the introduction and training of primary medical staff and remolding the trust of the public in medical staff;third,to optimize the primary medical machine.Fourthly,it is necessary to strengthen the investment of financial and social forces in primary medical care to enrich the funds for development of primary medical care.Fourthly,it is necessary to improve the distribution pattern of primary medical facilities,improve the level of primary medical facilities,achieve the sinking of high-quality medical resources with the help of smart medical care,and enhance the allocation of primary medical resources.
