Research On The Development Of Medical Service System And Service Mode Under The Background Of Healthy Sichuan

Since the 18 th Congress of the Communist Party of China,the Central Party Committee with General Secretary Xi Jinping pay more attention to people's health,promoted Healthy China as a national development strategy.The Sichuan Provincial Party Committee and the Provincial Government have fully implemented the "Healthy Sichuan" series of measures and introduced the "Healthy Sichuan 2030 Outline" in the new journey of promoting Sichuan to a new level.Priority,optimization,and quality medical service is the important guarantee for the health of all citizens,the research on the construction and development of medical service system has become one of the indispensable and irreplaceable important contents.[Objective] This study aims to provide a comprehensive analysis of the status of medical resource allocation and service provision in Sichuan province,investigate the functional linkage and integration development of medical institutions,the construction of provincial-level regional medical centers,and new forms of health service provided by medical institutions,to reveal the main problem and challenge facing the medical service system,and explore the integrated medical service system and new medical service model adapted to the construction of Healthy Sichuan.And propose suggestions for the development of the medical service system under the the construction of Healthy Sichuan,to provide reference for improving the medical service system,thus serving for accelerating the construction of Healthy China and Healthy Sichuan.[Methods] By collecting,sorting and analyzing the relevant literature and policy information,understand the theory and methods,concepts and trends,models and strategies of the construction and development of medical service system at home and abroad.Using social survey to snderstand the situation of the medical association and the development of new forms of health service in medical institutions.Using in-depth interviews to understand the weak links and major problems in the construction of the medical service system.[Results](1)The medical resources has increased,and the total amount of medical service has continued to grow,the number of medical institutions beds per 1,000 population reached 6.28,the number of health technicians per 1,000 population reached 6.01,the number of practicing(assistant)physicians per 1,000 population reached 2.25,the number of registered nurses per 1,000 population reached 2.51.(2)The layout of the provincial regional medical center has been completed,and played a certain leading role,however,there are no evaluation standards and construction standards,lead to there is still much room for improvement in function.(3)The integration of medical institutions is steadily advancing,among the hospitals surveyed,all the three-level public hospitals participated in the construction of medical complex,the participation rate of the second-level public hospitals is 86.05%,the primary-level medical institutions is 63.79%,and mainly based on the construction of loose medical linkages,the network structure of member units is intricate.(4)The overall scale of new forms for health service in medical institutions is generally small,40.30% of the hospitals surveyed conducted internet medical health service,and 49.25% set up geriatric unit or geriatric rehabilitation area,74.63% set up a health checkup center or health management center.At the same time,25.86% of grass-roots medical institutions launched internet medical health service,and 6.90% set up "family beds" for the elderly,15.52% signed a cooperation agreement with the pension service agency.[Conclusions](1)The direction of medical service development in the process of "Healthy Sichuan" strategy;(2)Structural contradictions in the allocation of medical resources are still evident;(3)The patient goes to see a doctor in disorder and the ineffective guidance exists at the same time;(4)Primary medical institutions are still the shortcomings of system development;(5)Specialist hospital and Specialist medical service are relatively weak;(6)The small-scale and low-level phenomenon of private hospitals has not fundamentally changed;(7)The construction and function of regional medical centers is insufficient;(8)There is still a gap in the construction of integrated delivery system;(9)Medical service concept and service model need to be changed.[Suggestions](1)Promote the linkage reform of medical care,medical insurance,and medical medicine,improve the overall efficiency of the medical service system;(2)Strengthen the guidance of medical service system planning,optimize the layout of medical resources;(3)Clarify the function and position of medical institutions,build a hierarchical medical order;(4)Implement the talent development strategy for primary medical institutions,build a solid basic medical care network;(5)Improve the quality of private care,encourage the development of specialist medical service;(6)Improve the construction of the regional medical centers,balance the high quality medical service;(7)Strengthen the function connection of medical institutions,promote the integration of medical service system;(8)Innovate the medical service model,explore the health promotion hospital;(9)Build a good financial investment environment,ensure the public welfare of medical institutions.
