There are some problems in China's medical and health services,such as the insufficiency in total volume and the unbalanced distribution.The specific performance is that the high-quality medical resources are concentrated in large cities in a few provinces,the vast majority of primary medical institutions have poor service capabilities and cannot meet the needs of the people.A series of problems caused by going out for medical treatment,and aggravated the burden on the people to see a doctor.Therefore,as an important hand to promote the sinking of high-quality medical resources,to resolve the imbalance of medical resources allocation,and to promote the construction of a graded diagnosis and treatment system,telemedicine has been highly valued by the state.The state has issued a series of policy documents to encourage medical institutions to develop telemedicine systems and innovate medical service models by using internet technology.Under the guidance of the policy,China's telemedicine has developed rapidly in recent years.Many third-grade class-A hospitals have established their own regional telemedicine information systems centered on themselves in combination with their own development needs.And in view of the particularity of the healthcare industries,it is necessary to ensure the satisfaction of the participating entities,the standardization of the operational process,and continuous improvement,in order to ensure that the telemedicine information system project construction is developing in the expected direction.This thesis firstly introduces the research background,research significance,research method,research framework and main innovation points.Secondly,it introduces the definition of telemedicine,the development status of telemedicine at home and abroad,the basic theory of QFD and FMEA,literature review of QFD and FMEA.It provides a theoretical basis for the expansion of the following content.Thirdly,through the questionnaire survey and analysis of telemedicine development,telemedicine information system construction,problems in the consultation process,user satisfaction,and user needs,we can see the necessity of improving telemedicine information system.Based on the above theories and reasons,the QFD and FMEA quality management tools are introduced in the fourth chapter,and the QFD and FMEA joint models are constructed based on the similarity and complementarity of the two to improve the telemedicine information system.Finally,the joint model of QFD and FMEA is applied to the telemedicine information system of Henan Province.The evaluation and improvement of the quality of the information system of the telemedicine center in Henan Province will provide an effective basis for the next step of system operation and maintenance improvement.In the empirical analysis,the risk analytic analysis table of the telemedicine information system of Henan Province was firstly obtained by Delphi method,and the occurrence degree,detection degree and severity of each risk factor were analyzed,and the FMEA analysis table of the telemedicine information system of Henan Province was constructed.The risk priority of each risk factor is ranked;then the importance of user demand is determined by questionnaire survey and expert scoring method,and the quality of the telemedicine information system in Henan Province is established,and the weights of various improvement measures are calculated;finally,the fault correction coefficient is fed back to In the QFD model,the weight of the revised improvement measures is finally obtained,which provides a basis for the improvement and operation and maintenance of the telemedicine information system in Henan Province.
