Research On The Implementation Effect And Satisfaction Of Wenzhou Medical Insurance For Critical Illness

In recent years,with the sustained and healthy development of China's public health undertakings,the national medical insurance system has been constantly improved,and the basic medical insurance system has basically achieved full coverage.However,at present,it is still common for patients and their families to suffer from "poverty caused by illness" due to major diseases,and the basic medical insurance plays a very limited role in preventing the risk of "catastrophic health expenditure".The level of serious illness guarantee is an important standard to measure the level of a country's medical security.From 2012,when the state started a partial pilot program,to 2015,when the serious illness insurance system was fully implemented,the issue of major illness insurance has always been the focus of the government and all sectors of society.The 13 th five-year plan calls for the major diseases insurance as an extension of basic medical insurance,improving the medical security system and improving the level of major diseases insurance.At present,there are many problems in the major disease insurance in many regions of China,such as imperfect policy design,low coordination level,inadequate handling management,and insufficient sustainability,which lead to serious fragmentation management of major disease insurance and low overall guarantee level.Through literature review,policy review,case analysis,questionnaire survey and other forms,combined with practical work experience,this paper studies the implementation effect and satisfaction degree of wenzhou serious illness medical insurance from the perspective of the government and the supply and demand of insured personnel.The findings are as follows :(1)the critical illness insurance system of wenzhou has achieved certain results,but there are some problems such as unreasonable setting of minimum payment standard,cumbersome reimbursement process of special drugs,weak fund supervision ability and absence of public supervision.(2)through questionnaire IPA analysis and regression analysis,it is found that the overall satisfaction of the insured is acceptable,but there is a significant difference with the degree of importance.Age,monthly income,type of insurance,scope of reimbursement,payment limit,policy explanation,doctor's technical level,medical facilities,rational drug use,reimbursement timelimit and business ability are the factors that significantly affect the overall satisfaction of serious illness insurance.Based on the research results and data analysis,combined with the actual situation of wenzhou,practical countermeasures and Suggestions are provided from the four dimensions of policy design,policy publicity,medical institutions and handling services,so as to improve the satisfaction of the insured and facilitate the sustainable and high-quality development of wenzhou serious illness insurance system.
