The critical illness insurance reimburses patients with illness diseases again on the basis of basic medical protection.The risks from critical illness will be shared by governments,individuals,insurance agencies,and etc.with this insurance.It raises the level of security for patients with critical illness,reduces the economic burden caused by high medical expenses,and decreases the incidence of catastrophic health expenditures.The critical illness insurance is being implemented with the promotion of national and local policies now.After several years of pilot work,the critical illness insurance is being informed to improve its effects in some areas of Jiangsu province.Therefore,it has great significance to do research on the status quo and implementation effects of different critical illness insurance policies.According to the survey,we learned that there are different coordinated levels of critical illness insurance in different regions of Jiangsu province.In order to compare the performances of critical illness insurances at different coordinated levels,we chose Taicang and Yangzhong to do research.We analyze the differences of insurance status quos and satisfaction between Taicang and Yangzhong.Then the article discusses the problems of critical illness insurance and gives some advance.The critical illness insurance is the model of total coordinator including urban-rural residents and employees in Taicang.There is one insurance-funds pool,which is operated by commercial insurance company uniformly.The funds of critical illness insurance are allocated from the basic medical insurance funds.Among them,the fund raising standard of employees is relatively higher than that of urban-rural residents.While,the residents and employees have same compensation standard,with the same starting pay-line and compensation ratios,both of which are reimbursed in accordance with the subsection progressive system.However,Yangzhong' critical illness insurance is the model of partial coordinator,which is the urban residents and rural residents coordinated and separated with employees.There are two funds pools,which are operated by different commercial insurance companies,with different funds-raising ways and standards.The residents insurance funds are composed by part of basic insurance funds,while the employees insurance funds are paid by employers,and individuals.And the level of employees insurance financing is higher than that of residents'.Correspondingly,the level of compensation for employees is higher than that for residents.In the empirical analysis of patients' satisfaction of critical illness insurance in the two regions,we found that patients' satisfaction is relatively higher in areas with higher coordinated level of insurance.And there are differences in the factors affecting the satisfaction in different regions.Based on the current research and the empirical analysis of satisfaction,thisarticle gives some advice to improve the policy of critical illness insurance.At first,improving the level of coordination,it's necessary to coordinate urban and rural residents with employees.Then,the insurance funding mechanisms should be improved by increase the funding channels and levels.At the same time,the different regions should enhance the compensation level of critical illness insurance from several aspects,such as payoff line,reimbursement list,compensation ratio or top line,which are based on local conditions.Finally,it's important to strengthen the cooperation between the government and the commercial insurance organizations,and to establish an effective information communicating mechanism,a risk sharing mechanism,and a monitoring and evaluation mechanism.These measures are meaningful for improving the operating efficiency of critical illness insurance.
