Research On The Agent-construction Of Government Investment Projects In Public Hospitals

Under the background of the implementation of the "Healthy China Strategy"by the party and the State,the national health problem has become a national strategic problem,and the construction of public hospital infrastructure is an important foundation for the development of medical and health undertakings,and it is a livelihood problem related to the level of national Health service.Therefore,improving the conditions of public hospitals has received unprecedented attention from all levels of government,and the medical and health infrastructure has entered a climax stage.However,due to various reasons,the superiority of the agent-construction establishment has not been fully reflected in the medical construction projects.Therefore,it is very necessary to study the problems existing in the construction of public hospitals and the ways to solve the problems.The practical significance of this study is conducive to the provision of excellent medical construction facilities for the whole people,to the government is conducive to improving the efficiency of investment,medical and health undertakings are conducive to improving the level of medical services.Theoretical significance,for the reform of China's government investment project construction system to provide a reference,it provides theoretical basis and methodological guidance for the better implementation of the agent-construction in public hospitals.Through literature research,comparative analysis,normative research,case analysis and other methods,based on the theory of government and market relations theory,Public choice theory,privatization theory,principal-agent theory and so on,this study analyzes the problems existing in the implementation of the agent-construction of public hospital construction projects.This paper introduces the practice of public project management in developed areas abroad,then combs the development course of Chinese agent-construction establishment,and finally focuses on the construction project of a public hospital in Jiangsu Province as an example,and analyzes the main problems existing in the government investment agent-construction project in public hospitals,including external factors,internal factors,implementation factors.The research concludes that:First,the agent-construction system,as a unique institutional innovation in China,is an institutional arrangement for the Government to effectively carry out public-private sector cooperation,which is suitable for non-business projects,and the relationship between "substitute construction" is essentially a principal-agent relationship.The purpose of the development of the normative establishment is to promote the specialization and centralized management of the construction of government investment projects,and to realize the separation of "investment,construction,supervision and use",which is conducive to reducing corrupt behavior and improving the construction efficiency of government investment projects.Second,the construction project of public hospital has its particularity,in order to promote the good development and application of the agent-construction in the field of medical construction,we should solve and improve the application of the agent-construction of public hospitals from three levels,such as standardizing the external environment,perfecting the setting of the institution itself and improving it in the process of implementation.
