BackgroundThe Fifth Plenary Session of the 18th CPC Central Committee announced the full liberalization of the Second Child Policy marks the official end of the one-child policy that has accompanied China for more than 30 years.With the liberalization of the second child policy,China is welcoming a new baby boom.The maternal and child health care business bears a major responsibility to reduce infant and maternal mortality and improve the quality of the birth population.It is also related to family and social stability and the healthy development of children.The social effect is large and benefits.Since the promulgation and implementation of the "Mother and Infant Health Care Law of the People's Republic of China" in 1995,the health administrative department has established its status as the mother and child health supervision on behalf of the state,and supervision is an important condition for ensuring the effective implementation of maternal and child health care.Infant health supervisors',knowledge of the legal knowledge related to maternal and child health is the basis of their work.ObjectivesThis paper aims to analyze the degree of knowledge of the professional knowledge of the maternal and child health care supervisors in Shandong Province through questionnaires and relevant literatures,to find out the problems in the process of maternal and child health supervision,and to analyze the maternal and child health care supervisors in Shandong Province.Differences in the factors affecting the awareness rate of health-related legal knowledge,and put forward practical recommendations for the research results.MethodsFirstly,we use the electronic database of CNKI,Wanfang,Baidu Academic,PubMed and other electronic databases to conduct literature research on the related research on maternal and child health supervision work.Secondly,this study is a cross-sectional analysis with a sample size of 606.The scope of the survey population is 139 counties(districts)in 17 cities and cities in Shandong Province.The collected data were analyzed by SPSS 24.0 statistical software.Statistical methods mainly include descriptive analysis,chi-square test,t-test or analysis of variance,multiple linear regression analysis,and multivariate logistic regression analysis.ResultsThe total number of maternal and child health supervisors in Shandong Province was 606.The age distribution was the highest among 40-49 years old,accounting for 43.1%,followed by 30-39 years old,accounting for 32.0%.The other two ages Segments(under 29 years old and over 50 years old)accounted for 12.7%and 12.2%respectively.There are more male workers,accounting for 67.3%,and females accounting for 32.7%;the highest education consists of undergraduate degree,accounting for 51.5%,followed by junior college and below,accounting for 44.6%,with less master's degree or above,only accounting for 3.8%;the proportion of preventive medicine is the largest,accounting for 29.7%,followed by clinical medicine,accounting for 29%,administrative management and nursing profession with the lowest proportion,respectively 7.6%and 5.3%,other majors The proportion is 28.4%.The proportion of working in maternal and child health care is 1-5 years,accounting for 61.6%,followed by work 6-10 years,accounting for 16.2%,working 11-15 years and working 16 years and above,accounting for 11.1.%,11.2%.The proportion of full-time employees engaged in this work was 34.7%,and the proportion of part-time work in this work was 65.7%.The awareness rate of maternal and child health supervision personnel on legal knowledge related to maternal and child health is mainly divided into legal knowledge related to prenatal diagnosis,legal knowledge related to premarital medical examination and legal knowledge related to midwifery.Legal knowledge related to prenatal diagnosis includes whether or not to know genetic disease.Personnel fordiagnosis and prenatal diagnosis must be assessed by the health administrative department at or above the provincial level and obtain a certificate of conformity.whether you know which items are included in the prenatal diagnosis,whether you know what items are included in the prenatal screening,whether you know which items are included in the diagnosis of the genetic disease,and whether Knowing which terminations of pregnancy are medically necessary,the awareness rates are 67.7%,65.7%,72.8%,65.2%,and 84.7%,respectively;the legal knowledge related to premarital medical examination includes whether or not the pre-marital medical examiner needs to pass the municipal or higher health administrative department.Appraisal and obtaining a certificate of conformity,the awareness rate is 74.4%;legal knowledge related to midwifery includes whether the person who is engaged in midwifery,ligation and termination of pregnancy needs to be assessed by the health administrative department at or above the county level and obtain a certificate of conformity,and whether it is necessary to know that pregnancy is more than 14 weeks old.Provide proof of family planning and whether you know the labor of the big month Termination of pregnancy women need to provide proof of county family planning issued by the department,awareness rate was 83.8%,80.4%and 81.8%,respectively.The awareness of legal knowledge related to midwifery is the highest,and the awareness of legal knowledge related to prenatal diagnosis is the lowest.The results of the analysis show that the education,working years,types of work(special/part-time)of the maternal and child health care supervisors,the economic status of the region,and the status of supervision in the region are known to the legal knowledge related to maternal and child health care.The impact was statistically significant.Conclusions and suggestionsThere is a shortage of human resources for maternal and child health supervision in Shandong Province.The relevant system is not perfect,and the awareness rate of legal knowledge related to maternal and child health is not high,especially the legal knowledge related to prenatal diagnosis.Need to equip professionals,solve personnel status,strengthen business training,popularize laws and regulations,and do a good job in propaganda and education to promote the further improvement of the maternal and child health supervision environment in Shandong Province.
