Analysis Of Hierarchical Layout And Optimization Path Of Hospitals In Urban Built-up Areas Of Urumqi

With the continuous improvement of China’s economic development level,social health insurance system gradually perfect and the arrival of the aging society,the health needs of Chinese residents will continue to grow."Health China 2030" planning outline puts forward that "Without national health,there is no comprehensive well-off society" Hospitals are the main part of the medical and health service system,playing a backbone role in providing basic medical services and curing severe and difficult disease.At the same time,Hospitals undertake some tasks on personnel training in medical institutions,medical scientific research,medical teaching,public health service,Emergency medical rescue and supporting community.To build a national health society,we need to strengthen and improve the development of the hospital system urgently.Urumqi is an important node on the Silk Road economic belt core.Because of the urban construction and history,there are different levels of problems in grade structure and spatial distribution of hospitals in urban built-up areas of Urumqi.The solution to these problem is of a positive significance to improve the residents’ satisfaction with the social medical service and solve the problem of"difficult to see a doctor",and it can also promote the development of the health in Urumqi.Based on introducing the general situation of hospitals in urban built-up areas of Urumqi which includes Tianshan District,Saybagh District,Xinshi District,Shuimogou District,Toutunhe District and Midong District,this paper preliminarily summarized the characteristics of hospitals in urban built-up areas of Urumqi on grade structure and distribution.In this paper,with the help of the hospital grade"pyramid" model,the author analyzed the grade structure of the hospital in urban built-up areas of Urumqi from two aspects of the scale structure and the diagnosis and treatment.GIS and Euclidean metric method were used to analyze the spatial distribution of the hospitals in the built-up area of Urumqi and the spatial accessibility of the streets and townships in the built-up areas.At last,this paper summarized the problems of the hospitals in urban built-up areas of Urumqi on grade structure and distribution,and explores the obstacles behind the problem from the government,the hospital and the residents based on the administrative management angle,and explores the optimization path for the obstacle factors.After research and analysis,the following conclusions are drawn:Urumqi City built hospitals in the structure of the obvious problems:three hospitals overload operation,the number of secondary hospitals;lack of development of primary hospitals,medical and health resources allocation shortage;Diagnosis,two-way referral,from top to bottom linkage,acute and chronic division of the "classification of treatment model is not really implemented.In the layout of the hospital space:the regional hospital medical and health resources,the gap between the larger,concentrated in the old city hospitals,remote areas lack of large hospitals;central city pool of various types of medical and health resources,the marginal area of low level of resource allocation;Accessibility of residents to access high quality health resources is poor,higher medical costs.Health care services belong to the scope of public goods,should be mainly provided by the public sector(government),based on public management perspective,Urumqi built hospital grade,layout problems are mainly concentrated in the medical and health resources allocation mechanism,clinics,fixed health insurance hospital Management and hospital operation and management system.Finally,according to the policy background,aiming at the obstacle factors in the hierarchical structure and spatial layout of the hospitals in Urumqi City,the optimal path is put forward:(1)Adjust the health care resources allocation mechanism to make up for the structural and regional resources imbalance.(2)Promoting the "grass-roots first visit,two-way referral,from top to bottom linkage,slowly divided"rule classification model effectively.(3)Improving the medical insurance designated hospital construction.Strengthen the medical insurance designated hospital management functions;improve the medical insurance designated hospitals access mechanism,relax the medical insurance designated hospitals to enter the threshold.(4)Improving the hospital operation and management system,do a good job in the future development plan.
