Obstacles And Countermeasures For Community First-treatment

It is human's basic existence needs to seeking for a good doctor and try to keep themselves healthy,however the irrational allocation of medical resources has caused people have poor access to medical treatment and have to afford high medical fees,therefore people's basic needs can't be well-satisfied,and they look forward to this situation to be solved.Our country has been tackling with this situation for a long time,and constantly improving hierarchical medical system.The community first-treatment is a primary level policy of hierarchical medical system,which has benefited a large number of people,but its important role has not been fully played.To continue to promote the integration of hierarchical medical system as well as medical resources allocation needs the support of scientific theories.The improvement of the community first-treatment system can promote the rational distribution of medical resources,improve the utilization rate of health resources in primary medical and health service institutions,promote the sinking of medical resources,and avoid the over-expansion of large hospitals.Community health service institutions not only emphasis on "cure ailments",but also can make use of its convenient and beneficial for the health of residents' daily life to provide support,it can play a more important role in disease prevention and treatment,this also is helpful to improve the health level,perfect the new health service system,and to build a socialist harmonious society,to lay the solid foundation of medical and health care.This research is based on a case study of Q community hospital in Shanghai,during the process,many method was used to analysis community first-treatment system,such as literature review,observation and interview.This thesis firstly sums up the implementation status of community first-treatment system,on this basis,author tries to find the influence factors during the policy implement process from multiple perspectives,and summarize these obstacles into three perspectives:policy,community hospital and community residents.This study finds out that there is there predicaments of the current community first-treatment system implanting:first of all,community residents are more declined to community hospital and unwilling to join community first-treatment.Secondly,the community hospital's development is relatively backward.At last,the supporting measures of community first-treatment system is not fully developed yet.Then according to those analysis above,corresponding countermeasures and suggestions was put forward.
