Study On The Ethics Of Neuroenhancement

Neuroenhancement is the newest technology of brain science in the 21 st century,it implements a huge break through to the limitations of brain,and inspired the potential of the human brain on a larger scale.Neuroenhancement refers to the neural intervention to the brain by the use of artificial,and overcome the limitation of the function of brain,strengthen human's cognitive neural function.There are drugs and surgery methods exist in neuroenhancement.Nowadays this technique has already broken the hypothesis stage,and stepped into human's daily life.From ADHD(attention deficit hyperactivity disorder)to normal children,the drugs of neuroenhancement such as Ritalin was already beyond the category of treatment,and become the method for normal children to improve their attention and enhance their memory in order to obtain a better competitiveness.Not only in China,also in worldwide,from children to middle-aged,the sales volume of drugs for neuroenhancement were doubling year by year,which followed with the debate of ethics of this technology.First of all,neuroenhancement has caused security thinking of human brain,secondly widespread application of neuroenhancement will make the technical choices becoming the technical force,thirdly,neuroenhancement will affect social distributive justice,finally neuroenhancement challenges the human dignity.At the early development of neuroenhancement,this paper hopes to put forward feasible advice related legislation and policy,aimed at restricting the use of neurological treatment,conclude a clear distinction between treatment and enhancement,protect disease treatment of research results,and prevent excessive medical treatment and social problems at the same time.On the theoretical level,this paper will studied the ethical problems of neuroenhancement form the theoretical perspective of deontology and teleology,on the practical level,this paper will put forward the ethics matrix as a new way of ethical evaluation system for neuroenhancement,so as to propose the legislation and policy meaning to the development of neuroenhancement.In this paper,the introduction part mainly elaborates the background and the situation of neuroenhancement,the research methods,significance and the innovation of the paper,the second chapter summarizes the ethical issues caused by the neuroenhancement,the aspect of security problems,social justice,human dignity,responsibility and risk-benefit are analyzed,combining with related empirical survey data,the third chapter is the theory analysis of ethical issues of neuroenhancement from the angle of deontology and teleology.The fourth chapter,the analysis method---ethics matrix as a new way of ethical decisions is put forward.The fifth chapter concludes the legislation of ethical issues and policy recommendations for neuroenhancement.The sixth chapter is the summary of the full text,propose the weakness of the research and present the direction for the further study.
