Study On Problems And Countermeasures Of Basic Medical Service Supply In China

With the continuous improvement of economic level and material life,people have also put forward new requirements for basic public services,and the basic medical services are the first to bear the brunt.The problem of "difficult to see a doctor and expensive to see a doctor" has received more and more public attention and discussion.This article attempts to take the problems existing in basic medical services as the entry point,and conduct relevant discussions from the aspects of the supply of main units,legislation,and institutional guarantees.In order to optimize the supply of basic medical services from the institutional side,the problem of "difficulty in seeing a doctor and expensive to see a doctor" is alleviated.This article start with the provision of basic medical services.The first is a brief introduction to the background and topic selection of this article,the status of research at home and abroad,research ideas,research methods and innovations.The second is to provide a simple explanation of the basic medical service and basic medical service supply structure,and to make theoretical foundations related to the provision of basic medical services such as public product theory,basic public service equalization theory,new public service theory,and supply theory.Analyzed;and analyzed the significance of optimizing the provision of basic medical services.Third,it briefly describes the development process and supply status of China's basic medical service supply,focusing on the analysis of its problems in supply,such as insufficient supply of basic medical service resources,slow development of primary-level medical service organizations,first-level primary medical care,and hierarchical diagnosis and treatment.The two-way referral system has failed,public hospitals have not gone through the "de-administration" reforms,and the incomplete supply and demand system has led to serious waste of resources.Fourthly,the reasons for the existence of problems in the supply of basic medical services in China are mainly from inadequate government input,single supply providers,imperfect basic medical insurance systems,and the "dual structure" of urban and rural areas,and supervision of basic medical and health services.The fifth is to study basic medical services in countries such as the United States,Britain,Australia,Sweden,and India,and to draw implications for the provision of basic medical services in China,including a sound general practitioner system and a two-way referral system,diversification of supply bodies,and fairness.Reasonable medical resources allocation,perfect medical insurance system,and high-level primary medical service institutions.Sixth,it proposes a strategy to improve the supply of basic medical services in China,including improving the basic medical service supply system,establishing a multi-subject supply structure,increasing government input,advancing public hospital reforms,strengthening medical and health supervision,and improving the basic medical insurance system.Safeguard basic medical service related legislation.
