Study On Current Situation And Countermeasures Of Medical Research Funds Management

The effective management and use of medical research funds plays an important role in optimizing resources allocation,developing scientific research and development,supporting technological innovation,and nurturing scientific talents in the medical field.In recent years,China's medical research has been greatly improved,with the research funding substantially increased,and the research output being continuously increasing.However,compared with developed countries,the scientific research in China still faces problems such as insufficient innovation capabilities,low quality of results,and weak international competitiveness.The contradiction between the input and output of research funds is enough to show the low efficient use and unsatisfactory management of funds.Based on this status quo and combined with the research results of domestic and foreign scholars,this paper first summarizes five prominent problems arising from the current research funds management which include unscientific budgeting,disconnected management of project and funds,poor supervision of the use of funds,absent compensation mechanism of human capital,and flawed performance appraisal system.As a part of the research funds management,the medical research funds management shares some common characteristics with the research funds management in China.In order to obtain a more objective and impartial research conclusion,this paper takes the research funds management of N medical university as an example and carries out case analysis.First of all,through questionnaire survey,the present situation of the research funds use by research personnel and the funds management by research administrative departments have been surveyed.The Likert five-point scale is applied to evaluate the questions in the questionnaire.According to the survey results,the most prominent problems in the research funds management of N university are pointed out.And a comparison between two groups of researchers and research management personnel is conducted,which stimulates further thinking on the medical research fuinds management.This paper combines qualitative method with quantitative method based on questionnaire survey,while other domestic researches mainly focus on qualitative ones,so this study is relatively more intuitive and practical.There are many problems in the research funds management,and the primary cause lies in its imperfect institutional mechanism,and the original management mode cannot adapt to the substantial growth in scientific research funds.Therefore,this paper carefully combs the evolution of science and technology system after the founding of new China and gives objective analysis on different system in each period.Certain in-depth analysis on the current funding model,management system,operation mechanism,legal system,etc.are also given for the causes of research funds management problems,which lay foundation for putting forward effective countermeasures.Based on the questionnaire statistics analysis and in-depth cause analysis,this paper further puts forward the targeted countermeasures,especially some new constructive measures for improving and optimizing the research funds management,such as establishing a bottom-up budgeting mechanism,setting up research funds management committee and research accountant etc.,so as to provide research institutions with methods for reference to strengthen and improve the research funds management,and also to provide policy makers with theoretical support and experience reference to make scientific and reasonable research funds management policy in the future.
