Study On Policy Of AIDS Prevention And Control In Yunnan Province

AIDS is a disease caused by the HIV virus,AIDS is widespread in the world,and has a serious impact on human health and social development.Since the introduction of AIDS in Yunnan in the 1980s,the epidemic situation has shown a rapid,multi-way and multi-level trend.More than thirty years,in order to effectively curb the AIDS epidemic is rising,under the joint efforts of the government of Yunnan province and other organizations,as the AIDS prevention policy system in Yunnan Province has gradually formed,the "Yunnan model" came into being.This study adopts the view of policy change,by using the method of literature metrology policy from 1986 to 2015 in Yunnan Province AIDS prevention policy texts are classified and the stage division,according to certain standards for the four policy stage,respectively,to explore the initial stage,transitional stage,reform stage,innovation stage,analysis of poly the main focus of policy content and policy for each stage,summarize the characteristics of policy;based on the analysis of Yunnan Province AIDS prevention policy subject interaction using the social network rules and policy interaction from simple to complex to simple,stable and core policy subject interactive interactive network form to realize the transformation of the conclusion.Then it summarizes the external reasons and internal reasons for the reasons of political policy changes.Study of AIDS prevention policies in Yunnan province has made the policy text and constantly enrich and improve,value orientation of policy implementation,policy implementation of fusion of the effectiveness of the transformation,facing the grassroots oriented policy,limited funding policy is not perfect,the social organization legal status is not clear and the AIDS prevention and control policy has "special";finally to deal with the new situation and policy experience and combining elements of Yunnan Province AIDS prevention policy and law in the past,proposes that we should set up the province's AIDS prevention and control of special funds,focusing on social organization power and breakthrough "special" policy.
