Study On Health Technology Assessment Development System In China

With the rapid development of health system in our country,health technology assessment is playing a more and more important role in improving medical service quality and level.HTA is significant in the development of health system,which is to provide scientific basis for making policy,to make the interests of different sectors balanced and also to make people healthier.It is an important and urgent task before us to improve our HTA system.We proposed the new identification of HTA in the 1980s.After its evolution of more than thirty years,our research on this field always drops behind the developed western countries.Since2000,our country made a series of principle about reforming the HTA system,but the final effect is far from satisfactory.This paper’s methods chiefly adopt in-depth interviewing method and document-collected method.This paper firstly displays the framework of register theory of health technology and health technology assessment.Secondly,it reviews HTA present condition from few levels,includes of management system,financing mechanism and operating mechanism.However,our HTA system still has some problems such as the multi-channel management,private investors who always mainly pursue maximum economic profits and soon.Maybe the reasons are lacking a complete policy system and a complete pertinence management system,lacking vital link between its stakeholders and soon.Therefore,we should use western experience for reference and establish our own indemnificatory system of HTA.However,we can’t only copy the western’s classification method.Learning from the experience of western countries should be based on China’s practical conditions.Finally,on the basis of the above analysis,this paper puts forward a series of countermeasures.We must pay more attention to the construction of institution,legal,economy,technology,culture and cooperation.Establishing a national authorities in light of the national conditions,increasing the financial investment dynamics,strengthening professionals’construction,enhancing international cooperation,increasing the link of communication are also important.Finally,the paper put forward the issues need to be dealt with further.
