Research On The Risk Management Of Shouguang Residents Basic Medical Insurance Fund

With the full implementation of the two-child policy,the growing population of Shouguang and the gradual increase in the demand for health care among the general public have led to an excessive increase in expenditure of the residents' health insurance funds,our city residents medical insurance fund is gradually facing the current situation of non-payment,according to this,the accumulated balance of the residents' health insurance funds will soon be exhausted.How to carry on the management of all-directional and three-dimensional medical institutions,to further control the unreasonable increase of medical expenses,to extrude the water in them,and to improve the efficiency of the use of residents' health insurance funds,to safeguard the safety of the fund and the interests of the people in order to achieve the goal of "win-win" becomes an urgent problem to be solved.Due to the long-term practice of work,I have found that the various risk loopholes in the residents' health insurance funds run throughout the fund's life cycle,and the causes are varied,for example,the external environment,the force majeure,the organizational structure,the mode of payment,the running process,etc.In response to the Fund's risk gaps,the response is also diverse and often localized,and has not yet resulted in a unified national or even provincial response.The purpose of this paper is to learn from and absorb the theories,methods and measures of the risk management of the medical insurance funds at home and abroad by using the relevant knowledge of Project Risk Management,based on the extensive medical data available in Shouguang and the Baseline survey findings,and in the light of the policies of the higher authorities,a detailed analysis and accurate assessment of the risk prevention and control of the residents' health insurance funds,to form a set of effective supervision mechanism of residents' health insurance fund to ensure the long-term sustainable development of the residents' health insurance system.
