Research On The Occupational Health Management System For TW Nuclear Power Plant

Occupational health management is an effective way to prevent thecorporate employees from suffering occupational hazards in their work, butit starts late in China. The rationalized management system and the legalsystem are under construction, and managers and workers have littleawareness of occupational health issues. China’s legislature has beenemphasizing the importance of the occupational health management sinceFukushima nuclear accident on March11,2011, because nuclear powerplants have both radioactive and non-radioactive characteristics. The publicare paying more and more attention to the nuclear power plants, and theoccupational health management is becoming more and more important. Thenuclear power plants are facing with more and more risks of the occupationalhazards, and an occupational health management system is badly needed.This paper, by taking the TW nuclear power plant as an example,describes the characteristics and the current status of the occupational healthmanagement system for nuclear power plants, and analyzes the existingforms and manifestations of occupational health hazards at nuclear powerplants. In order to prevent the workers at the nuclear power plants from suffering from both radioactive hazards and non-radioactive hazards, aseries of measures are proposed as follows.(1) establish organizationalmanagement, institutional management and information managementsystem;(2) control the source of occupational health hazards;(3) strengthen"the three simultaneous" for occupational health;(4) implement monitoringand assessment for occupational health hazards at work sites;(5) implementthe strict in situ management for work sites;(6) conduct the tutelage foroccupational health;(7) strengthen the management of occupational healtharchives;(8) improve the ability of workers to prevent the occupationalhealth hazards;(9) improve the ability of the workers for emergency;(10)strengthen the standardization for occupational health;(11) improve thetechnical supporting system for the prevention and treatment of occupationaldiseases. This paper further gives the perspective for the future work of theoccupational health management. The future work on the occupational healthmanagement will focus on the prevention of occupational diseases, so thatthe workers will have good physical and mental state to the society. In thefuture, occupational safety and occupational health will combine andpromote their harmony development. There is a need for us to pay attentionto the new development of the occupational health management so that theoccupational health management system can be improved.
