Under the background of the increasingly prominent social aging problem and the continuous deepening reform of medical system,reasonable surgical scheduling for surgical centers can effectively improve the operational efficiency of each medical institution and achieve the purpose of income.Reasonable surgical scheduling requires that the arrangement of surgery in the operating room not only meets the constraints of operating room resources,but also includes other resources,which will greatly increase the difficulty of model building and the difficulty of surgical scheduling problem solving.Therefore,it is of great practical significance to do in-depth research on the surgical scheduling method with multidimensional service capabilities.This paper firstly analyzes the operation process with constraints from the dimensions of man,equipment,material,method,environment and energy by using AHP method to screen out key dimensions,on this basis,AHP method is used to analyze each service ability of key dimensions to screen out key service abilities that have strong constraint on the operation process;Secondly,based on the characteristics of the surgical scheduling problem and the constraints of the critical service capabilities,a mathematical model of the surgical scheduling problem is established and the heuristic rules and the improved genetic annealing algorithm are designed to solve the problem.Among them,heuristic rules are designed to calculate the actual open operating room plan needed on one day to reduce the number of iterations of the genetic annealing algorithm;based on the particularity of the surgical scheduling problem,we design special double-deck coding mode,selection operation,crossover operation,mutation operation and disturbing function of simulated annealing operation to increase the operation efficiency of the genetic annealing algorithm;in order to ensure the feasibility of the solution,a heuristic rule is designed for the constraints of the key service capability;aiming at the comprehensive goal of minimizing the maximum operation time,balancing the operating room workload and operating the surgery of the same department as possible as in the same operating room,a special fitness function is designed to bring the optimal solution closer to the actual required operation schedule plan.
