The issue of medical reform has become a hot topic in the society,with discuss of reform of the medical and health system in the 13th Five-Year Plan.In general,the demand for medical reform is urgent for the people of our country.However,the medical resources that most cities can provide are insufficient.This requires further development of medical and health services.Government intervention is a common practice in the development of medical and health undertakings.Then,is there any other way of medical reform?On this basis,we traced the city in China after the reform and opening up,and found that the city of Suqian in Jiangsu province is the only city which has carried out the privatization reform among all the public hospitals,which is a typical experiment of institutional change.Based on the process and content of medical reform in Suqian,we analyzed its effect on main indicators of medical service with the method of Difference in Differences.The outcome shows that medical reform apparently promoted the development level and efficiency of local medical service.Meanwhile,a shrink of per capita index between Suqian and other counter-cities was accepted.Robust test was passed with data of county level.In conclusion,we found that institutional change from government restriction to marketization could raise local medical resource stock and promote the economic efficiency,thus the medical reform of Suqian was positive.Based on the research content,we can only think that is a feasible choice for the use of privatization medical policy in its own medical and health services,for a city with relatively scarce medical resources and relatively tight financial resources.Those cities with good financial strength and relatively more medical resources are not within the scope of this paper.The effects of privatization of medical policies on these cities cannot be answered directly in this paper,but this is a subject that can be further studied.In short,when formulating policies,we should give full consideration to relevant economic,social and institutional backgrounds and think twice.
