Research On Financial Input Performance Of New Medical Reform In Shan Xi Province Under New Normal

Increase government financial investment performance in new medical reform,which is the key to maintaining medical hygiene running effective.The 18 th CPC National Congress proposed to achieve the equalization of basic public services.The Third and Forth Plenary Session of the 18 th CPC National Congress also proposed to continue to deepen medical reform and promote the legalization of medical.How to improve the financial input performance of new medical reform,which is the key to solve the problem of inadequate and overly expensive medical services.From the beginning of the new medical reform in 2009,local governments take more financial responsibilities,which is why we choose research on financial input performance of new medical reform from the perspective of provincial government.,which has not only positive theoretical significance but practical significance to new further medical reform.This paper firstly analyzes the relevant policies,the value orientation and the goal of the new medical reform,then analyzes the theoretical basis of government-led new medical reform from the perspective of public goods,market failure and government intervention.Then the paper points out that The economic development got into trouble no more than Shanxi Province or all prefectural-level cities,which shows that the way of economic development entered the new normal.Economic growth slowed affects government revenue,which impedes public finance expenditure in turn.In 2015,the GDP growth in Shanxi Province was 3.10%,the growth rate of government revenue was-9.77% and financial input on new medical reform was 19.09%.Which changing the structure of economic development from focusing on quantity to quality is the key to improving performance.This paper analyzed the performance of financial input on new medical reform by adopting the DEA method,which pointed out that the reason why impacted the performance of new medical reform is not high on the allocation of financial resources inefficient in medical field.So the finishing point to improving the performance is ameliorating the distribution structure of financial resources.Based on above conclusion,the paper gives advices to improve the performance from three aspects,including maintaining an appropriate growth of financial input,improving the distribution structure and productivity of government financial investment.
