The rise of the prevalence of diabetes has brought huge economic pressure to the society. With the constant increase in the pressure of the basic medical insurance fund, the development of diabetes commercial health insurance attracting more and more attention from the public.Presently, the development of type II diabetes health insurance in China is not yet mature, mainly reflected in that the unified insurance premium rate and a single guarantee system do not match the diversified insurance needs in the market. The main reason is that the lack of risk management of type II diabetes reduces the motivation of product innovation. This article studies the differentiated designs of type II diabetes health insurance premium rate on the view of risk management.First of all, this paper introduces the concept and risk characteristics of commercial health insurance and explains the necessity and feasibility of setting a differential premium rate based on the analysis of China's type II diabetes health insurance market.Secondly, seven major risk factors including gender, age,BMI,family diabetes history, smoking habits, physical activity time and social relationship were selected on the basis of analyzing the risk factors of type 2 diabetes. The DEA-CCR model was constructed to quantify the risk of type 2 diabetes and the model was verified by 279 valid datasets collected from the National Chinese Medicine Clinical Research Base——Key Disease of Diabetes Mellitus Study. Finally,we combined the DEA results and Hb A1 c to divide the comprehensive risk of type II diabetes into four blocks. For each block risk level and management methods were described.A health insurance premium rate model of type II diabetes was established based on the morbidity rate corresponding to each risk level. The differentiated designs of type II diabetes health insurance premium rate was realized by using the 279 cases of data to calculate the single net premium of people aged in 20-79 first suffering from type 2 diabetes at different risk levels and insurance terms.
