The primary goal of the health system is fairness.However,in the process of transitioning from a planned economy to a market economy,the medical and health system has also undergone a transition from traditional publicly funded medical care to a market-based medical and health care system based on personal cash expenditure.During this period of transition from a health care financing structure,the sharp drop in government health investment and the absence of a medical and health system have created problems such as "it is expensive to see a doctor,and it is difficult to see a doctor" and other health inequities,that is,the demand of the people for medical and health services does not depend on health.The level is determined by the residents' ability to pay.In the face of social inequality,after the new medical reform,our government decided to increase government health expenditure to ease the inequality in the use of medical and health services.Based on this,this paper firstly combines the externalities of medical and health service products and the characteristics of supply-induced demand in the medical and health service market,and studies the status quo of unfair use of medical and health services and their mitigation mechanisms and proposes hypotheses.Secondly,through Charls survey data,the use of Chi-square test to find the relationship between income and abandonment of medical and health services,and then using hierarchical logistic and interaction diagrams to verify the impact of government health expenditure on health inequity.The findings are:First,the existence of income-related medical and health services in China is unfair,that is,low-income and higher-income people are more likely to give up medical and health services.Second,the redistribution effect of government health expenditures can ease the unfair use of medical and health services.At the same time,simply relying on the transformation of health care fund-raising structures based on increasing government health expenditures has a limited role in relieving health inequities.Therefore,we should also pay attention to the expenditure structure of the government's intervention in the health care market itself.Finally,this article puts forward proposals to improve the health investment management system of the government,improve the health care system,and ease the unfairness of health.
