The Reform And Development Of The Health Care System Under The Perspective Of Public Management

Health system construction and reform is a vital for a national health,economic development,social stability,and even the country rich and strong.The eighteenth CPC National Congress put forward its objective of a struggle to construct the all-round comfortably-off society by 2020.In order to achieve this goal,our country should take more actions in political,economic,cultural,and so on.First of all,the most important task is to deepen the reform of health and ultimately to achieve the target for everyone which can enjoy basic medicare and health services.It's a long way to realize this target although our country attaches great importance to it.The purpose of this paper is to discuss the situations and problems occurred in speeding up the reform and development of sanitation career from macroscopic and the intermediate perspective of Public Management Administration.In this paper,we first read the definition of public goods in economics,and make sure that health medical enterprise nature belongs to public goods or quasi-public goods.So this article analysis of the health system reform and development research in the category of public management.We use the specific statistical data of "China statistical yearbook of health and family planning" from 2008-2014,analyze the present situation and problems of the health system in China and give some corresponding policy recommendations,using the theory of new public management and public relations department and other relevant theories of public management.The results showed that though our country's health system reform has been going on for decades,but still exists many problems to be solved and improved in the new era.The problems mainly include medical resources imbalance between regions and rural areas,the low efficiency of health care system,commercialization of medical institutions,imperfect medical security system and so on.We also give the corresponding countermeasures based on this series of problems.First of all,our country should accelerate the pace of medicine,drug and device separation.Second,we should improve the working efficiency of the government and various departments.Finally,we should strengthen the construction of villages and towns of basic health care,establish special health supervision and evaluation of the team in order to promote reform and development of China's health system.This purpose is to analyze the situation from a macro level study of the medical system reform of our country.At the same time,as the most populous province,the health care reform situation of Shandong province cannot be ignored.Huge amounts of health resources in shandong province is in the national leading level,but the per capita share of health resources in Shandong province is low.In addition,it has not been improved significantly that the configuration,resources of health resources concentrated distribute in the higher level of economic development of cities.Therefore,this article also takes Shandong province as an example and analyzes results and effects of the health system reform and development.This purpose is to analyze the situation from medium level study of the medical system reform of our country.
