Study On The Construction Of Maternal And Child Health Service System In Shandong Province

As a highly specialized and specific organizational system,the MCH(maternal and child health,MCH)system undertakes important part of public health services.Shandong Province's maternity and child health service system vertically includes provincial,municipal,and county-level maternal and child health service agencies.The entire system has assumed the important mission of providing integrated,continuous and humane medical and health care services for this particular group of women and children.At the same time,women's and children's health service organizations at all levels serve as the core strengths and backbones of the regional maternal and child health services.They also support and co-operate with other medical and health institutions horizontally to form a large-scale,structured,coordinated,and mutually reinforcing system.Shandong has a large population with 2/3 women and children.Taking Shandong as an example,this paper comprehensively applied relevant theories,combined with questionnaire survey and field interview,and conducted in-depth study on the situation of maternal and child health service system in the province.Particularly in view of the current aging population,the accelerating urbanization process,the rising demand of women's and children's health services in urban and rural areas,main problems in the construction of women's and children's health service system of have been comprehensively sorted out,deep analyzed,and countermeasures and suggestions have been put forward to explore,in an effort to "much starker choices-and graver consequences-in" provincial maternal and child health services in the face of opportunities and challenges,development and resistance of synchronization under complex situation,to strengthen the construction of maternal and child health services system in our province,constantly enrich and develop relevant theory,and then effective crack restriction and influence of the development of women's and children's health "sticking point" problem for a long time,improve service ability,maternal and child health services more effectively at all levels to maintain a healthy urban and rural women and children's rights and interests.In this paper,we study the problems existing in the construction of MCH service system in our province in recent years,especially during the "Twelfth Five-Year Plan" through literature research method,current situation investigation method and interview method.Through the research on the construction process of MCH service system in Shandong Province,the relevant policies promulgated by the Central Government,institutional standardization,human resources construction,information construction and integration of service agencies were systematically analyzed and researched.The study found that in recent years,especially in the period of the"Twelfth Five-Year Plan",the pace of building the MCH system in our province has been accelerating,with more standardized construction of institutions at all levels,improving level of equalization of public health services,further optimized integration of the maternal and child health resources,which has further ensured the safety of mother and child,further improved the quality of the population,and effectively adjusted the policy of childbearing at all levels.However,there are also a series of problems and difficulties in the construction of the MCH system in our province in the new period of the "Thirteenth Five-Year Plan" such as unclear function,backward infrastructural facilities,lack of professionals and technical capabilities etc.Through in-depth investigation and study of the current situation of MCH service in our province,the paper analyzes the bright spots and existing problems found in the study comprehensively and profoundly,and at the same time fully learns from the experience of advanced regions.Next,our province should focus on tackling key issues such as strengthening the leadership of the organization,strengthening the preparation of human resources,comprehensively enhancing service capabilities,so as to consolidate the achievements for our province and make a corresponding contribution to the development of maternal and child health.
