Study On The Doctor Multi-sited Licensed Motivation In The Reform Of Public Hospitals In Guangxi

In 2009,Chinese new health-care reform began.The new medical reform emphasizes the need to mobilize doctors' enthusiasm,improving service quality and efficiency,and making efforts to let patients get better medical treatment.Under the background of the new medical reform,the reform of public hospitals in Guangxi has achieved some achievements.For example,the drug price addition is eliminated and the patient's medical burden is reduced.But there are many problems and conflicts that need to be solved.Now the new medical reform in Guangxi has entered into a critical period-the problems need to be solved are those had surfaced and been triggered from the inside.One of them is how to mobilize the enthusiasm of doctors.The doctor's multi-sited licensed policy is the policy to mobilize of the doctor's initiative.How to give full play to the simulative effect of the doctor's multi-sited licensed to remove these obstacles in the way of policy implementation,and steadily promoting the implementation of the doctor's multi-sited licensed policy to mobilize the enthusiasm of doctors is one of the problems that is being paid attention to and needs to be solved urgently of regional public hospitals reform.This study is based on Guangxi public hospitals and the research is carried out on the basis of existing research.In the background of new healthcare reform,the author puts forward relevant countermeasures and suggestions to improve the doctor multi-sited licensed motivation in the reform of public hospitals.Based on the relevant theories of management,looking at thinking about solving practical problems for the starting point,basing on the thought of finding problems,analyzing problems and solving problems to design the content of the paper.This paper uses the literature research and case analysis method to obtain information on the S city in Guangxi,through the combination of theory with practice to find the specific research significance and methods to solve the problem.Except the parts of introduction,basic concept and theoretical tools and summary and thinking,this paper mainly consists of three parts.The first part is a sample of the doctor multi-sited licensed motivation in the reform of public hospitals in S city;The second part is to find out the problems of the doctor multi-sited licensed motivation in the reform of public hospitals in Guangxi and then explain and analyze the causes of the problems;The third part is to propose the six countermeasures to solve the problems in the doctor multi-sited licensed motivation in the reform of public hospitals in Guangxi:a doctorscan choose to be a full-time or part-time physician,reasonable increase of financial input to reduce the pressure of hospital revenue generation,providing better conditions for doctors who go to grass-roots to multi-sit practice(improving equipment conditions of the primary-level medical and health institutions,reasonably adding the medical practice subjects of the primary-level medical and health institutions),diverting the patient to liberate the doctor's time(Improving the service quality of he primary-level medical and health institutions,a doctor can choose to be a full-time teaching doctor or a full-time medical doctor),talent cultivation mode from hospital training to resident doctor standardized training and requiring doctors to purchase medical liability insurance.
