Study On The Safety Management Of Rural Drinking Water

In 2020,our country should complete the goal of building a well-off society in an all-round way.Rural drinking water is regarded as the necessity of daily production and life of rural residents,and the safety of rural drinking water is directly related to the quality of life and physical health of rural residents.With the rapid development of rural society,China’s rural drinking water safety management has not kept up,drinking water quality is not up to standard,water shortage and other problems are becoming more and more prominent.Therefore,it is necessary to study the rural drinking water safety management methods and solve the hidden dangers of drinking water safety to improve the quality of rural drinking water.Taking the rural drinking water safety of Taishun County as an example,this paper studies the historical data of rural drinking water in Taishun County through literature research method,understands the development course of rural drinking water project in Taishun County,and combines the research results of rural drinking water safety at home and abroad,puts forward the concept of rural drinking water safety and rural drinking water safety management.Through field investigation and interviews,in-depth investigation of the construction and management of rural drinking water projects in various villages and towns between 2014 and 2020,a more comprehensive understanding of the current situation of local rural drinking water management and the current rural drinking water management mode and management policy deficiencies,as well as in the management process The problems of drinking water safety in rural areas of Taishun County are analyzed,including: low efficiency of multi-department management,weak government management,difficulty management of drinking water source,lax supervision of drinking water quality,unscientific pricing of water price and low collection rate of water fee.On the basis of the relevant research results at home and abroad,this paper analyzes the causes of rural drinking water safety problems,and concludes that the main body of responsibility of the management department is not clear,the investment in rural drinking water management is insufficient,the distribution of water resources is uneven,the supervision of water sources is difficult,the construction and management of rural drinking water engineering facilities not perfect,and the project is obtained.There are eight reasons such as slow renewal,low value of water resources and lack of scientific basis for pricing water price.Based on water resource value theory,public goods theory and service-oriented government theory,and combining with the present situation of rural drinking water management in Taishun County,this paper puts forward some ideas and countermeasures to perfect the rural drinking water safety management.First,we should build a diversified management system for drinking water in rural areas,and put forward a diversified management model with government leading,enterprise management and villagers’ participation;second,we should improve water source protection laws and regulations,improve water source distribution mechanisms and supervision systems;third,upgrade rural drinking water monitoring technology and equipment,increase investment in rural drinking water construction and improve monitoring equipment;fourth,improve rural drinking water projects Drinking water price management system,while improving the rural drinking water pricing mechanism to strengthen water conservation publicity.This paper combines theory with practice,takes Taishun County as an example,determines the leading position of the government in rural drinking water management,strengthens the government function,combines the market-oriented operation mode,carries out mass supervision and management,and realizes the diversification of rural drinking water management.
