| Cultivated land is a precious resource for human survival.Permanent basic farmland is a high-quality and high-yield farmland,which is called "food field" and "life saving field".However,in the dilemma of urbanization,shortage of cultivated land resources and degradation of ecosystem,how to coordinate the contradictions and utilization conflicts among the three to achieve ecological security,food security and economic development has become an important issue in China’s land management.At present,the study of land-use conflict is mainly reflected in the analysis of conflict characteristics and conflict prevention,while the study of potential land-use conflict identification is less.Although the delimitation of permanent basic farmland emphasizes quantity and quality,it lacks attention to the stability of the spatial layout of the plot.Scientific identification of potential land-use conflicts is the premise of effective prevention and mitigation of land-use conflicts.Based on this,this paper starts from the multi suitability of land use,constructs the identification system of potential land use conflict,and takes Yongji city as an example to carry out empirical research,and on the basis of the identification results,combined with the agricultural land quality and other achievements to carry out the permanent basic farmland delimitation research,in order to provide a method reference for the multi-functional and permanent basic farmland delimitation.First of all,based on the analysis of the mechanism of land use conflict,this paper puts forward the idea of identifying potential land use conflict based on multi-objective suitability evaluation.(1)Considering the relationship between each landscape unit,emphasizing the expansion process of ecological level,the minimum cumulative resistance model(MCR)was used to build the ecological security pattern of Yongji City,and the relationship between cultivated land distribution and ecological security level was obtained through mask treatment.(2)The method of weighted index sum was used to study the cultivated land suitability and construction suitability.(3)The suitable results(high,medium and low)of cultivated land under three different utilization modes are arranged and combined.Finally,27 combinations are divided into six types,namely,ecological advantage area,cultivation advantage area,construction advantage area,potential high conflict area,potential medium conflict area and potential low conflict area.(4)On the basis of the results of potential conflict identification,combined with the results of farmland quality classification,the permanent basic farmland delimitation was studied.Then,taking Yongji city as an example,this study uses the above methods to identify the permanent basic farmland under the potential land-use conflict.The results show that the cultivated land in Yongji city has good cultivation suitability,of which the proportion of cultivated area is 42.24%,the proportion of ecological area and construction area is 6.67%,5.22%,and 45.88% of cultivated land has different degrees of conflict,of which the low conflict area accounts for only 1.05%,the middle conflict area and high conflict area account for a large proportion,of which the strong conflict area is mainly farming and construction The main conflict area is 13077.48hm2,which is consistent with the current development situation and land use trend of Yongji City,indicating that the above recognition methods and results have certain accuracy.According to the index quantity of 47011.13hm2 issued by the superior of Yongji City,according to the farmland quality of Yongji City,8,9,10,11,the cultivated land in the dominant area(A),middle conflict area(M)and strong conflict area(S3)is selected to draw the distribution results of permanent basic farmland.Finally,according to the above research results,some suggestions are put forward to prevent and alleviate the conflict of land use planning:(1)fully understand the functions of ecological land use,strengthen the spatial division control of ecological land use;(2)take into account the development needs of various types of land use,reasonably layout new construction land;(3)strengthen the management of the amount of arable land,and implement the classified protection of permanent basic farmland. |
