Study On The Problems And Countermeasures Of The New Round Of Returning Farmland To Forest In Sichuan

Returning Farmland to Forest is a Chinese great project in the aspect of ecological construction in the new century,and on the basis of the enormous ecological,economic and social benefits of the previous farmland-to-forest conversion,our country began to implement a new round of Returning Farmland to Forest construction in 2014.Although the new round of Returning Farmland to Forest task has been implemented for four years,until the end of 2025 a new round of farmland-to-forest construction task will be completed and the existing subsidy policy is going to be fully implemented.To realize the strategic goal of the new round of it,there are a lot of management work to be done to stabilize the ecological and economic benefits?As a quasi public product,conversion of cropland to forest has both public and economic attributes.The government undertakes the main responsibility of public product supply,and uses the market mechanism to solve the economic benefits of the project,and puts forward the countermeasures to solve the practical problems faced by the new round of conversion of cropland to forest construction through the multiple cooperation of the government departments,new forestry management subjects and farmers.with collaborative governance and public product theory application,this paper is to study the new round of Returning Farmland to Forest from the perspective of public product theory.At first according to the background of the new round of Returning Farmland to Forest,project implementation process,current situation of task completion and operation control in Si Chuan province,the new round of Returning Farmland to Forest is analyzed and studied.Problems of it were concluded such as:it is becoming more and more difficult to carry on the policies of returning farmland to forests,post-operational management responsibilities were not fully implemented,and there are high risk for successfully consolidating the new round of Returning Farmland to Forest construction.Secondly it deeply analyzes the internal causes of the problems,that are,land utilizing policy is inharmonious,attribute change,right confirmation and registration of new round of Returning Farmland to Forest is not on time,the assessment mechanism of post-operation control is not perfect,the financial subsidy policy has no comparative advantage and the strength of new forest business entities is not fully exerted?Finally five specific policy suggestions were proposed in expect of offering theoretical reference and practice approaches for new round of cropland to forest conversion in Si Chuan,especially on operational management and achievements consolidation in later period: optimize land utilizing policy under collaboration of government departments,accelerate new round of Returning Farmland to Forest attribute changes,right confirmation and registration,innovate management pattern in later stage and establish evaluation mechanism,optimize and complement financial subsidy policy,guide and encourage new forest business entities to participate the new round of Returning Farmland to Forest construction?...
