Current Situation,Problems And Countermeasures Of High-standard Farmland Construction In Hulunbeier Agricultural Reclamation Group

Farmland is the foundation of guaranteeing national food security.The high standard farmland is the cultivated land of high quality and the essence of farmland,at the same time,it is the material foundation that can ensure the national grain security,and speed up the modern agriculture development.The Party Central Committee and the State Council attach great importance to the construction of high-standard farmland,and explicitly require that the whole country should guarantee to complete constructing the high-standard farmland which covers 53.33 million hm~2 by 2020 while striving to build the high-standard farmland with the area of 66.67 million hm~2.The report of the19th CPC National Congress has clearly stated that“the implementation of the rural revitalization strategy”should“ensure national food security and keep the rice bowl of the Chinese people firmly in their own hands”(which means that the issue of the national food security can be decided by Chinese people themselves),and new targets and requirements for the construction of high-standard farmland are put forward.However,viewed from the current situation,the construction of high-standard farmland is still facing some practical difficulties,such as slow construction progress,increasing construction difficulty and the rise of construction cost,etc.,in addition,there are some problems in the management work,such as the mastery of construction information being incomplete,inaccurate and untimely.Through literature research,field investigation,GIS-aided analysis and combination of qualitative and quantitative methods,this paper summarizes the comprehensive effects of high-standard farmland construction projects,analyzes the problems existed in the high-standard farmland construction that is implemented by Hulunbeier Agricultural Reclamation Group,at the same time,the corresponding solutions are proposed.According to the contents of the high standard farmland construction projects,this paper combines Hulunbeier Agricultural Reclamation Group’s characteristics,such as production with a large scale and high-level agricultural mechanization,to conduct the relevant research.In terms of effectiveness,the following comprehensive results can be gained through the construction of high standard farmland:it can increase the quantity of cultivated land,improve the quality of farmland,rise farmers’income,perfect the farmland infrastructure,improve agricultural traffic conditions and the conditions of farmland irrigation and drainage and improve the farmland ecological environment,promote the large-scale development,and drive the modern agriculture.For the high standard farmland construction issue,the related problems still exist,such as construction delay,matching funds deficiencies,cultivated land of low quality,the failture of gaining smooth filing channels of information as well as the inaccurate filing information,especially for the problem of shortage of the matching funds,it is closely related to the Hulunbeier Agricultural Reclamation Group’s implementation principle of“constructing the easy project first then building the difficult one”,the large-scale mechanized operation and the increase of the cost of the various items,including equipment and manual work.For the problems existed in the construction of high standard farmland implemented by the Hulunbeier Agricultural Reclamation Group,this paper puts forward the corresponding contermeasures:such as promote the project construction through multiple channels,explore new mechanisms concerning the project management,carry out the construction of high standard farmland by making use of the PPP mode,add soil improvement and fertilizer cultivation measures.For the aspects mentioned above,based on the Hulunbeier Agricultural Reclamation Group’s state-owned property and professional ability,this paper emphatically recommend that the high standard farmland construction should be carried out by adopting the mode of“tripartite agency mode”+the whole-process audit management mechanism and the government+specialized farm+state-owned bank.This paper aims to conduct the study on the general situation,effectiveness and problems of the implementation of high-standard farmland project by Hulunbeier Agricultural Reclamation Group and propose targeted solutions,hoping to provide reference for the high-standard farmland construction projects of Hulunbeier Agricultural Reclamation Group and the handling of other problems existed in similar projects in Hulunbeier City.
