Study On The Present Situation And Countermeasures Of Forest Land Occupation In Sichuan Province In 2012-2016 Years

Human survival and development depend on the land.As a kind of land resources,woodland is not only an important national natural and strategic resources,but also the basis of forest survival and development.It plays a central role in ensuring the supply of timber and forest products and safeguarding the national ecological security,and which has a special position in dealing with global climate change.The position and function of the woodland are like"the skin is not left,and the wool will be attached".As a country with few forestry resources,China accounts for only 5.1%of the world’s woodland,so it is very important to protect woodland and develop forest resources.In recent years,with the more and more standardization and legalization of woodland protection and management in China,woodland protection and management are not only the work that governments attached great importance to,but also caused widespread concern of the whole society.Sichuan province is the second largest forest area and the third largest woodland area in China.It is a major forestry province with abundant forest resources.As an important water source protection and recharge area in the upper reaches of the Yangtze River and Yellow River,Sichuan plays an important role in the whole ecological security pattern of China.However,with the rapid development of social economy in Sichuan and the increasing of various types of construction projects,the contradiction between economic development and woodland supply is very conspicuous.Especially,after China has further strengthened the protection of cultivated land.Some local development zones,industrial parks,urbanization and hydropower,energy,transportation,mining development projects are planned to built in the woodland.Some illegal occupation of woodland,such as unprompted preemptive,approve one but occupy another,or less batches but more occupying,makes the forest land and forest resources in Sichuan faced a serious sick.Based on this,this paper takes the 2012-2016 years levy and occupy forest land of Sichuan province as the research object.Analyzed the present situation,existing problems and causes of forest land requisition and occupation examination and approval,illegal forest land requisition and occupation,and forest land requisition and occupation management in Sichuan.Countermeasures and suggestions are put forward.The purpose of this paper is to provide basic data for forest land management in Sichuan Province,and then provide a reference for the introduction of forest land management measures.The main results are as follows:1.The situation of requisition and occupation of woodland(1)The examination and approval of requisition and occupation of woodland.From 2012 to2016,Sichuan province has completed 6262 projects of requisition and occupation of forestland covering more than 52,000 hm~2.Among these,21 projects were completed in 2012,924 projects were in 2013,1124 projects were in 2014,1603 projects were in 2015 and 1741 were in 2016.A s the whole,the area of forest land occupied is relatively large.The number of projects is increasing year by year.(2)The types of land requisition and occupation.From 2012 to 2016,1656 infrastructure and livelihood projects,such as roads,railways,airports,water conservancy and hydropower,power communications,oil and gas pipelines,were examined,accounting 39.13%.And,463 mining projects were surveyed,accounting 10.94%.It also included 270 business projects,such as business,tourism and entertainment,accounting 6.37%.However,there are 1843 other items,accounting43.55%.(3)The illegal and illegal occupation of woodland.The illegal occupation and occupation of forest land in Sichuan is very prominent and continues growing.From the perspective of actors,3418 cases of illegally occupied forest land were committed by citizens,accounting 75.66%.And,There are 979 illegal occupation and occupation of forest land,accounting for 21.67%.Other organizations illegally occupied 111 forest lands,accounting 2.45%.The Forest resources management inspection conducted in recent years found that the types of illegally occupied woodland were mainly concentrated in quarry mining、rural roads、deforestation、land consolidation and other commercial activities.2.The management of requisitioned and occupied woodlands.(1)The main system for the management of forest land.At present,in Sichuan,the management of forest land expropriation and occupation mainly implemented such the systems as forest land quota management,forest land use control,forest land protection grading management,forest land examination and approval system and target responsibility system.(2)The examination and approval management of requisition and occupation of forestland.Up to now,in Sichuan Province,the examination and approval management of forestland expropriation and occupation management included the feasibility study of forestland expropriation and occupation,signing compensation agreement,submitting application for forestland use,site inspection,publicity,handling examination and approval,forest vegetation restoration or conversion of farmland to forestland,and supervision and management.3.the main problems existing in the management of requisitioned and occupied woodlandsFirst,the follow-up management system for the management of land requisition and occupation is imperfect.Two,there are differences between different departments in terms of system design and operation.Three,the occupation of woodland has not adapted to the new situation.The four is to levy and occupy forest land.Five,the phenomenon of illegal occupation and occupation of woodland is outstanding.4.The countermeasures and suggestions for management of requisitioned and occupied woodlandsFirst,we should actively study and establish a sound management system for the levy and occupation of forestland.Second,we need to strengthen communication and establish a cooperative mechanism for the management of requisitioned and occupied woodlands.Third,we need to deepen reform and strive to adapt to the new situation and new requirements.Fourth,we should also strengthen services,and do a good job in land use guidance and supervision of key projects.Fifth,we still need to rule forests according to law,and effectively increase the intensity of forest protection and management law enforcement.Last but not least,we should think about the red line of forest land,the audit authority of expropriation and occupation of forest land,the expert review system of expropriation and occupation of forest land,and how to determine the nature of the expropriation and occupation of forest land after examination and verification by the forestry department.
