The Construction Of China's Agricultural And Rural Ecological Civilization And Green Development Standard System

Since the implementation of the Rural Revitalization Strategy,China's development needs in the field of agricultural and rural areas are more intense.However,China has not yet established agricultural and rural ecological civilization and green development standard system.Therefore,it is necessary to use standardized means to standardize many links in the process of agricultural and rural development,research and build the standard system of ecological civilization and green development of agricultural and rural areas in China,which is conducive to promoting the revitalization of rural areas.Based on the analysis of agricultural and rural development and standardization at home and abroad,using the theory and method of standard system construction,this paper studies and constructs the basic framework of rural agricultural ecological civilization and green development standard system suitable for China's national conditions,aiming to provide reference for the standardization work in agricultural and rural related fields.The main research results are as follows:(1)Through qualitative and quantitative comparative analysis of the current situation of agricultural and rural standardization development at home and abroad,it is concluded that the quality of ecological civilization and green development standards in agricultural and rural areas in China is not high,and the implementation system of standards is not perfect,so it is urgent to formulate the standard system of ecological civilization and green development in agricultural and rural areas to guide the standardization work in this field.(2)Compared with the agricultural and rural policies and the newly issued standards in recent three years,it is concluded that the policies have a directive role in the development of standards.After investigation,China has standardized requirements in clean energy utilization,agricultural waste resource utilization,tree planting around,rural domestic waste treatment,agroforestry complex operation,rural domestic sewage treatment.(3)Agricultural and rural ecological civilization and green development is a complex system.This paper mainly uses the classification method to build the standard system of agricultural and rural ecological civilization and green development.The framework of the standard system consists of 4 subsystems and 58 sub-systems,covering four aspects: agricultural green development,rural human settlements,rural ecological protection and restoration,and rural greening and green industry.On the basis of the standard system framework diagram,the standard system table is listed,including 137 standards.Compared with the existing relevant standards in China,there are 9 standards urgently needed to be formulated before 2025.(4)The paper puts forward the policy suggestions for carrying out the standardization work in the field of agricultural and rural ecological civilization and green development,including: accelerating the construction of agricultural and rural standardization by law,increasing funds to assist the construction of agricultural and rural standardization,establishing the standard data resource sharing platform,strengthening the propaganda work of standardization,strengthening the construction of talent team,and enhancing the international competitiveness of agricultural standardization.
