As a kind of non-renewable resources, cultivated land has a significant impact on the national food security and ecological security,so the use and management of cultivated land has become one of the hot spots of the whole society.Cultivated land fallow is an important institutional arrangement for the transformation of cultivated land use and management in China.Cultivated land fallow pilot system is a major strategic deployment made by the CPC Central Committee and the State Council based on the contradictions in China's agricultural development and changes in the supply and demand of grain markets at home and abroad. Its purpose is to promote cultivated land recuperation and achieve sustainable development of agriculture and social economy.Fallow area selection is one of the important contents of the implementation of fallow system, which aims to diagnose and identify the fallow cultivated land by using scientific methods,to provide methodological guidance for the landing and allocation of fallow cultivated land, and to identify the object unit that can realize fallow. The main conclusions of this paper are as follows:(1)Through summarizing and analyzing the influence factors of suitable fallow land,16 indexes were selected, and the fallow area selection model was constructed by using the method of Troll, entropy coefficient and the improved TOPSIS method based on connection degree.Through the analysis, from the administrative region, the study area suitable for fallow farmland plots have more obvious regional distribution characteristics, the most widely distributed is in Sanquan Town and Dayou Town, followed by Toudu Town, once again is Jinshan Town, and finally is Nancheng Street.Linking with the theoretical research and practical significance,if we arrange the fallow land and the spatial distribution of fallow plots in Jinfo Mountain area,we should first fallow the suitable fallow land in Sanquan Town and Dayou Town, and the fallow work in this area should focus on the eastern and southern areas, and give priority to the southeast fallow work.(2)As a whole, there are 1364.99 hm~2 of arable land suitable for fallow, accounting for 8.29%of the total arable land in the study area, and 7141.4 hm~2 of arable land suitable for fallow, accounting for 43.35%of the total arable land in the study area. The percentage of less suitable or unsuitable fallow cultivated land to the total cultivated land in the study area was 37.19%(6125.95 hm~2)and 11.17%(1841.48 hm~2),respectively.(3)Through carding the spatial layout scheme of fallow area, the total fallow area of each village in Dayou town is 390.85 hm~2 accounting for 26.98%of the fallow land arrangement and spatial layout scheme; The total fallow area of the villages in Sanquan is 809.60 hm~2,accounting for 55.88%of the fallow land arrangement and spatial layout; The total fallow area of each village is 136.15 hm~2,accounting for 9.40%of fallow land arrangement and spatial layout; In Jinshan Town, the total fallow area is 22.32 hm~2,accounting for 1.54%of the fallow land arrangement and spatial layout; The total scale of fallow land in each village of Nancheng Street is 89.96 hm~2,accounting for 6.20%of the fallow land arrangement and spatial layout scheme. The total area of fallow arable land in the study area is 1 448.88 hm~2,of which, the suitable fallow arable land area is 1149.21 hm~2,accounting for 79.33%,and the more suitable fallow area is 299.67hm~2,The proportion is 20.68%.
