| Three dimensional rural issues has always been the focus of the society in China,it is related to the development of China’s vast rural areas and social stability,so it is of great significance to do a good job of cultivated land utilization and land circulation.In control on the basis of cultivated land use and the circulation practice at home and abroad,this paper summarizes the results,experience and the existing problems,at the same time,the article puts forward the necessity of land circulation.Through summarizing the anhui province cultivated land use structure and layout,this research points out that the main problems of cultivated land around agricultural land transferring:small and scattered field,barren land,weak agricultural infrastructure,and the low yield of cultivated land,all of these problems indicate that the anhui province farmland circulation is imperative.Based on the main characteristics of current land circulation and transfer in anhui province,combined with the practice of farmland circulation in Anhui province,this study finally induces the train of thought for anhui province rural land circulation mode:First,stick to maintain in a moderate scale,developing the family farm model.Family farm model is the need to accelerate transformation of the mode of development in anhui province,to ensure the food security needs,to improve the quality of agricultural products,and the need to ensure food safety,this study proposes the establishment of the family farm as the main direction,actively developing other agricultural land circulation patterns,and leading the large growers to move towards the family farm.Second,improve the efficiency of agricultural land,explore the model of the stock market.This pattern in anhui province has a high applicability,it is conducive to clarity the land property rights,promote fusion of land resources and the market,improve the production efficiency,broaden the channels for investment in agriculture,guide technology upgrading.Third,key enterprises drive development,promote the industrialization model.The Development of agricultural industrialization must adhere to the market as the leading factor,the key point lies in raising farmers’ income,by optimizing the layout,specializing in the production of scale and management mode,combining supply with science and education,the aim is to achieve agricultural modernization and improve production and quality.The establishment of the agricultural industrialization model should be driven by leading enterprises,leading industries and intermediary organizations,and form the development direction of agricultural specialization and scale.Fourth,cultivate the multi-type,multi-level agricultural circulation pattern.Land circulation pattern in anhui province presents a variety of types,single mode of land circulation can’t completely adapt to all areas,so the government needs to adjust measures to local conditions of the different way of farmland conversion,only in this way can use of regional advantages,to ensure the efficient propulsion of land circulation.Based on the overall grasp of the farmland circulation mode,this study summarizes some points in view of the need to strengthen the supporting measures of anhui province during rural land circulation,it mainly includes establishing and perfecting the land circulation market,supervision mechanism,and service mechanism,forming a complete set and perfecting rural social security systemfinancial system innovation,in order to speed up the construction of the good countryside,develop agricultural modernization and build a moderately prosperous society in all respects. |
