Research On Local Government’s "false Governance" In Animal Epidemic Public Crisis

In recent years,the outbreak of public health incidents of H7N9,H1N5 avian influenza,African swine fever,foot-and-mouth disease and other animal diseases has not only caused psychological panic among the general public,but also affected the normal production and life of the public,and even threatened the stable development of China’s economy and society.In response to the public crisis of animal epidemic,local governments conceal,misreport,falsely report,late report,fail to report,"cover up","cheat the top and conceal the bottom",escape and shirk the responsibility of risk management and other "false governance" phenomenon,which has become a severe challenge for the Chinese government to deal with the public crisis of animal epidemic.In animal epidemic situation of public health emergency management process,the central government,local government and the production and business operation group tripartite governance body behavior decision-making game,therefore,from the perspective of game theory to study the central government,local government and the behavior of the production and business operation group decision evolution process is of great significance,the analysis found animal epidemic situation of public crisis manifested false governance problems and difficulties,using the replication dynamic system analysis of the three governance body under different strategies of evolutionary stable state,and the main body behavior choice decision-making equilibrium solution,and the parameter by MATLAB simulation analysis.To verify improve animal outbreaks false phenomenon of governance of local government public crisis,in order to eliminate or reduce the animal epidemic situation of public health emergency false governance of local government for the negative impact of society and improve the animal epidemic situation of public crisis countermeasures and Suggestions of false governance of local government behavior,the results show that the central government to local governments of punishment,fines,the punishments for illegal production and business operation group subsidies to compensate for the production and business operation groups will affect the false phenomenon of governance of local government.Finally,the paper putsforward constructive Suggestions from the perspective of each subject to reduce the false management of animal epidemic public crisis in local governments.
