Fertilizer is the "food" of crops,which can effectively supplement the nutrient elements needed by crops.With the development of agricultural science and technology,chemical fertilizer is rapidly applied to crop production to ensure the adequate supply of agricultural products.However,the excessive application of chemical fertilizer has brought the non-point source pollution of agriculture and restricted the sustainable development of agriculture.At the same time,the problem of waste disposal of livestock and poultry caused by large-scale breeding is prominent.In order to realize the cost saving and efficiency increasing of agriculture,the quality improving and efficiency increasing of agricultural products and the recycling of agricultural waste resources,to accelerate the green development of agriculture,the policy of replacing chemical fertilizer with organic fertilizer came into being.Since the policy of replacing chemical fertilizer with organic fertilizer was launched,its pilot areas have been expanding.In order to summarize the pilot experience,this study sorted out the main measures in the current policy of replacing fertilizer with organic fertilizer and analyzed its operating mechanism.Various policy measures can form a resultant force,change farmers’ cognition of organic fertilizer,and then affect farmers’ behavior of applying organic fertilizer.However,whether the measure to replace fertilizer with organic fertilizer can change farmers’ fertilization concept and stimulate farmers’ organic fertilizer application behavior.How to optimize the policy measure to better achieve its incentive effect remains to be further tested and explored.In order to explore the influence mechanism of measures to replace chemical fertilizer with organic fertilizer on vegetable farmers’ organic fertilizer application behavior.This study takes Shandong Province,with the individual farmers,family production and business operation characteristics and land as the control variable,and this study introduces two types of cognitions,"environmental cognition" and "product cognition" as the intermediary variables that measures to replace chemical fertilizer with organic fertilizer works,use the mediating effect model to verify the mediating effect of cognition,and the use Bootstrap method to test the robustness of the mediating effect of cognition.Considering the heterogeneity of organic fertilizer,this article defines organic fertilizer application behavior as commercial organic fertilizer application behavior and compost application behavior,and this study examined the mediating role of cognition in the process of measures to replace chemical fertilizer with organic fertilizer affecting vegetable farmers’ commercial organic fertilizer application behavior and compost application behavior separately.Through the empirical analysis,this paper draws the following conclusions: Firstly,Measures to replace chemical fertilizers with organic fertilizers have played a significant role in promoting the application of commercial organic fertilizers and composting.Secondly,the measures of replacing chemical fertilizers with organic fertilizers has an impact on the application behavior of commercial organic fertilizer of vegetable farmers through the mediation of environmental cognition and product cognition.Compared with product cognition,the mediation effect of environmental cognition is more significant.Thirdly,There is a hidden effect in the process of measures to replace chemical fertilizer with organic fertilizer affecting vegetable farmers’ compost application behavior through product price cognition,product price cognition at a significant level of 5% plays a camouflage role,leading to the overall effect of measures to replace chemical fertilizer with organic fertilizer on farmer’s compost behavior weaken.According to above conclusions,this study puts forward the following policy recommendations: Firstly,strengthen the support of policy measures,Widen the influence space of measures to replace chemical fertilizers with organic fertilizers,on the basis of the existing policies and measures,continue to promote the implementation of policies and measures to replace fertilizer with organic fertilizer through financial support,demonstration and promotion;Secondly,promote the commodity organic fertilizer to reduce the cost,improve the quality,enhance the effect,guide the formation of a long-term mechanism of organic fertilizer application,using scientific and technological means and market means to strengthen farmers’ cognition of the effect of organic fertilizer application,and promote the transformation of cognition to the application behavior of organic fertilizer;Thirdly,improve the incentive mechanism of compost application behavior,reduce behavioral constraints on farmers.To promote a variety of policies and measures to form synergy,to maximize the role of policy incentives,enhance cognitive conversion of organic fertilizer into pile of composting behavior.
