Research On Application Of Forestry PPP Model

Forestry is an important public welfare undertaking and basic industry.It is the main body of providing ecological public goods and services.It is of great significance for improving the ecological environment,protecting biodiversity,promoting ecological civilization construction,promoting economic and social development,and building a well-off society in an all-round way.With the rapid development of the economy and society,people's living standards continue to improve,people's demand for ecological public goods and services is growing,and the provision of forestry ecological public goods and services is relatively lagging behind.Due to the huge investment demand for forestry production,it is difficult to meet the needs of forestry modernization construction by relying on government financial input and traditional operation methods.The PPP(Public Private Partnership)model is a new model adopted by the state for the use of social capital for public infrastructure construction and public service provision.It has been widely used in transportation and municipal engineering construction and has achieved remarkable results.The use of PPP in forestry is one of the important ways to strengthen government and social capital cooperation,provide and improve forestry public goods and public services,study and solve problems and obstacles faced by forestry PPP projects,improve government's insufficient investment in forestry construction,and broaden forestry public.The channels of products and public services are of great significance to improve the level of forestry public goods and public services.Based on the theoretical analysis of the PPP model,the development status and existing problems of the forestry PPP model,this paper uses field interview method and case study method to analyze the PPP project of Lishui Huadong Medical Botanical Garden in Zhejiang Province.Research conclusions show:First,forestry has the characteristics of long and complex life cycle,strong risk,multi-functionality and multi-objectives,which are different from other public basic undertakings,resulting in low return on investment in forestry and social capital entry.The enthusiasm in the forestry sector is not high.Therefore,the development of China's forestry PPP project has the following characteristics:the number of projects is small,the project landing rate is low,the project type is single,and the regional development is unbalanced.Second,saving full life cycle costs is the key to forestry PPP projects.Third,set up a reasonable forestry PPP project investment return rate to attract social capital investment,through the comprehensive development of tourism,improve project revenue.Fourth,establish a reasonable forestry PPP project return mechanism and risk sharing mechanism to ensure the smooth progress of the project.Fifth,the problems that forestry PPP projects need to pay attention to:the consistency of land types and project nature,the cognitive bias of social capital,the high risk of government supervision costs,and the differences between actual operations and agreement provisions.According to the research results,it is proposed to strengthen the comprehensive life cycle management of forestry PPP projects;carry out forestry based on the integration of primary,secondary and tertiary production.PPP project;Establish a sound forestry PPP cooperation agreement system;Establish a sound and effective supervision mechanism;Improve the relevant institutional mechanisms and policy systems of the industry-specific forestry PPP model.
