In 2020,the No.1 central document clearly stated that "strengthening key scientific and technological breakthroughs in agriculture,deploying a number of major scientific and technological projects,and seizing the commanding heights of science and technology.Strengthening agricultural biotechnology research and development,and vigorously implementing independent innovation projects in seed industries.Agricultural biotechnology is called the future revolutionary technology of agriculture.As an important supplement to conventional breeding technology,it has played an important role in the agricultural production process,and has been regarded as a core competitiveness by major agricultural countries and has become a new weapon to win the market.Patent information analysis is based on patent literature,Through the analysis,processing and combination of information,combined with statistical methods and techniques,the information can be transformed into patent competitive intelligence with overall and predictive functions,which can provide a comprehensive understanding of various development trends and competitive trends in the technical field of the industry.Bring valuable reference for the strategic development decisions of industries,regions and enterprises.Based on this,this paper is guided by technological innovation theory and competitive intelligence theory,focusing on the combination of theory and practice,macro and micro,qualitative research and quantitative research.Through scientific and technological innovation index and other analytical indicators,comprehensively calculate the comprehensive competition index of seed industry in various countries in the world to clarify the international competitive position of China's seed industry.Through statistical analysis of patent data,analyze the development trends of global agricultural biotechnology from macro perspective and multiple perspective.Using patent portfolio analysis and other methods to dig deeper into the patent data to estimate the comprehensive competitive position of agricultural biotechnology in major countries.Conduct patent information analysis in hot competition areas,focus on combing gene editing technology and its development route,and analyze its patent layout and competition situation.From the downstream,the industrialization situation and competition situation of GM technology and gene editing technology will be explained,and the intellectual property protection strategy of upstream research and development will be launched from downstream products for specific gene editing products.Finally,discussing the relevant issues and conclusions,and provides relevant policy suggestions for the development strategy of agricultural biotechnology in China.(1)According to the analysis of the current development trend of the international seed industry,with the economic globalization and the acceleration of the market integration process,the integration of technology and resources has been achieved.China's comprehensive competitiveness index ranks 9th in the world.And the industrialization and marketization of China's seed industry are low.The lack of market-oriented R & D orientation and investment in overseas markets are important factors that restrict the competitiveness of China's seed industry,but it also reflects the future..The potential for improving the competitiveness of China's seed industry is huge.(2)From the analysis results of China's agricultural biotechnology R & D situation and competitive landscape,The development of global agricultural biotechnology is dominated by the United States,China,and Japan,and the overall growth trend is significant.China's agricultural biotechnology has squeezed into the forefront of the world.The development trend is rapid,but it is still an importer of patented technology.China's agricultural biotechnology research and development institutions are dominated by scientific research institutions,with weak innovation ability and lack of global patent layout,it has greatly affects the competitiveness of China's agricultural biotechnology industry.(3)Judging from the results of hot agricultural biotechnology R & D and analysis of the competitive situation,the global R & D of GM technology is showing a downward trend.The development of GM technology in China started late but at a fast pace.Influenced by the policies in China,the industrialization process of genetically modified crops has been hindered to some extent.As an emerging hotspot,the original patents of the gene editing technology system are all in the United States.In recent years,China's patent applications have grown faster than the United States,but the overall quality and economic value of patents are relatively low.
