Emergency Management Of Agricultural Plant Epidemic In Wenzhou

Agricultural plant epidemics are characterized by sudden,outbreak and devastation.When an agricultural plant epidemic occurs,if the local government pays insufficient attention to it,fails to defend it in time or takes inappropriate measures,the pest will break the original ecological balance,threaten the local agricultural production and ecological environment,cause economic losses,and even induce social panic.Therefore,it is necessary to further study the emergency management of agricultural plant epidemics.In this paper,from the perspective of emergency management and the situation of Wenzhou,the comprehensive use of literature research,field research,comparative analysis,comparison and induction and other methods to carry out research on the prevention and control of agricultural plant epidemics can enrich the literature in related fields to a certain extent,enrich the relevant theories of emergency management,and promote the agricultural plant epidemics in Wenzhou Provide reference for emergency management.First of all,based on pprr model and practical research considerations,this paper divides the emergency management of agricultural plant epidemic into four links:emergency preparation,monitoring and early warning,emergency disposal and emergency recovery.By analyzing the current situation of each link and the examples of emergency management of agricultural plant epidemic in Wenzhou history,it is concluded that there is still one in each link of emergency management of agricultural plant epidemic in Wenzhou Some deficiencies,after careful analysis and induction,the author believes that the causes of the problems exist in the national system,social environment,city and county grassroots work on three levels.By comparing and summarizing the advanced experience of the United States,Australia and Japan,the author puts forward that the improvement of the overall system of emergency management of agricultural plant epidemics in China is the fundamental to breakthrough improvement of work,and puts forward to enhance the awareness ofemergency management of agricultural plant epidemics,establish and improve relevant laws and regulations,and advocate agricultural insurance.Establishment of Risk Prevention Fund and other suggestions.At the same time,the author believes that under the current system environment,Wenzhou city and county level also has some efforts and improvements,and puts forward specific suggestions for the four links of emergency management.Including: further refine emergency plans,normalize emergency exercises,strengthen examination and training,strengthen team building;expand and enhance the epidemic surveillance network,strengthen epidemic risk assessment,effectively allocate emergency resources,establish and improve the epidemic situation reporting rewards and punishments system;strengthen cooperation,seek support and strength from social organizations;and do a good job in emergency prevention and control.We should not relax the monitoring and implement the reward and punishment system after the completion of the work and the response to the epidemic situation,etc.
