The Evaluation Of Farmers' Satisfaction And Model Optimization On The Cultivated Land Protection Economic Compensation

Currently,the cultivated land protection system implemented by our county are mainly by the constraints of law and administration to protect the cultivated land,lacking the encouragement system,which lead to poor effect of cultivated land protection.So,some areas in our country have carried out the work of cultivated land protection compensation gradually,to establish cultivated land protection compensation mechanism with incentive and constraint parallel.Since 2008,Chengdu has taken the lead in the economic compensation policy of cultivated land protection,that is,since the establishment of the cultivated land protection fund system,the policy of economic compensation for cultivated land protection having been implemented for 10 years.But at present,the research on the effectiveness of its policy implementation is relatively small and its research is not yet mature.Therefore,it is of theoretical and practical significance to study the implementation of the economic compensation policy of cultivated land protection.As the direct beneficiaries of the cultivated land protection economic compensation,farmers' satisfaction influences the implementation achievement of the policy directly.So,based on the perspective of farmers' satisfaction,taking the farmland protection fund of Chengdu City as an example,this thesis studies the pilot mode of the economic compensation for cultivated land protection,so as to understand the implementation effect of the farmland protection fund policy and the shortcomings of its mode,and further optimize its mode.On the basis of the theories of economic compensation about farmland protection and farmers' satisfaction,this thesis based on the survey data of Chengdu City,use descriptive statistics analysis,fuzzy comprehensive evaluation model and four quadrant graph model to evaluate and analysis the satisfaction of farmers in Chengdu City cultivated land protection fund;using chi square test and Logistic regression of two yuan the model of cultivated land protection fund satisfaction factors were analyzed by single factor analysis and multi factors;and then,to optimize cultivated land protection fund model in Chengdu based on the key elements and the key links.The main conclusions are as follows:(1)The overall satisfaction degree of farmers to the farmland protection fund in Chengdu has reached the basic level of satisfaction,and the satisfaction degree of farmers to all evaluation indicators is higher than the general satisfaction level.Among them,farmers' satisfaction of subsidy standards,subsidy ways,subsidy basis,fund allocation ratio and fund use requirements are higher than farmers' overall satisfaction,and the importance of these five index factors is at a high level.However,farmers' satisfaction of government's supervision and management and account disclosure are lower than farmers' overall satisfaction,and the importance of these two index factors is at a middle level.(2)Subsidy standards,subsidy ways,subsidy basis and fund use requirements four index factors are the advantage of implementing the policy of the farmland protection fund,which should keep on.The proportion of the allocation of funds is in the maintenance area of the policy of cultivated land protection fund.In the later period,it should pay more attention to improve its importance and maintain its satisfaction.The two index factors of government supervision and management and account disclosure can be as the follow-up improvement of the policy of cultivated land protection fund.(3)The six factors of household annual income,household contracted farmland area,farmers' understanding of policy,farmers' cognition of policy value,policy impact on household income and policy on household life level of farmers have a significant impact on Farmers' satisfaction.Based on the empirical analysis and the actual situation,it is found that farmers' satisfaction can be increased by increasing farmers' income and raising awareness of farmers' policies.(4)The model of Chengdu cultivated land protection fund can be optimized based on its key elements and key links.The optimization path of the key elements are to realize the diversification of compensation acceptance subjects based on the scale of land transfer;to realize the diversification of the source of compensation funds based on the comprehensive value of cultivated land;to diversify the compensation basis based on the classification standard of cultivated land quality and the development of regional economy;to diversify the compensation methods based on the farmers' livelihoods.The optimization path of the key links are to optimize the distribution link through the establishment of the network inquiry platform and the perfect public display system,and optimize the supervision link through the five level supervision system of "the government supervision-the village collective supervision-the villagers supervision-the social supervision-the technical supervision".
