Research On The Application Of PPP Mode In Forestry And Its Development Bottlenecks In China

Forestry is not only an economic industry,but also a social welfare undertaking.Therefore,construction projects in the forestry field have the characteristics of quasi-public products.In view of the problems faced in the process of forestry development and construction,the PPP(Public-Private Partnerships)model promoted by government departments in the field of public services provides a solution to further transform government functions and promote the quality and efficiency of forestry products or service supply.At present,there are few systematic studies on the characteristics and development bottlenecks of PPP models in forestry at home and abroad.At present,China's forestry construction projects are large in scale and large in number.The demand for PPP models is huge.The development status of forestry PPP projects is sorted out,the existing problems are analyzed,the factors leading to these problems are traced,and finally targeted recommendations can be effective.Promote the promotion and application of the PPP model in forestry.Firstly,through the literature research and theoretical research,the paper summarizes the research status and inadequacies of the PPP model,especially its field of forestry,and defines the main concepts and theories involved in the research,such as PPP model,transaction cost and public product theory.Secondly,through the data analysis of the PPP integrated information platform project management database of the Ministry of Finance,the actual progress of the PPP model warehousing project in China's forestry sector is reviewed.The forestry PPP project has concentrated on key areas,significant regional differences,and large investment scale.The characteristics of single mode of operation indicate that high transaction costs,low participation of private capital,and weak professionalism of the project are important factors limiting the development of forestry PPP projects.These conclusions lay the foundation for subsequent specific case analysis.Finally,according to the field investigation,the paper focuses on the two aspects of ?vegetation restoration mode? and ?project management mode? of the ecological restoration and treatment project of Mu Us Sandland in Shaanxi,based on SWOT-PEST model,from political,economic,social,The technical perspective analyzes the strengths,weaknesses,opportunities and threats of the project,and proposes the following suggestions for the development of forestry PPP projects:(1)Full life cycle construction.(2)Establish and improve a standardized protocol specification system.(3)Expand financing channels and reduce the cost of capital use.(4)Accurately identify project types and adopt a suitable form of return on investment.(5)Cultivate professional enterprises and talent teams.
