Water conservancy is the lifeblood of agriculture,and farmland water conservancy infrastructure is an important guarantee for agricultural production and business activities.The Central Document No.1 of 2011-2017 highlights the importance attached to the management of farmland water facilities,such as “emphasizing the construction of weak links such as farmland water conservancy”,“improving the management and protection mechanism of farmland water conservancy construction,” and "vigorously implement regional scale and efficient water-saving irrigation operations",etc,which raise irrigation and water conservancy governance to a new historical height.However,the phenomenon of “free riders” and opportunist behavior of farmer households still occurs frequently,the management and maintenance system of farmland water conservancy is not perfect,the lack of supply main bodies is chaotic,and the function of water conservancy facilities is rapidly degraded.Therefore,exploring the management of farmland water conservancy facilities under the conditions of natural resources endowment and exploring the policies and suggestions for promoting the governance performance of irrigation and water conservancy facilities will help promote the process of agricultural modernization in China.This article takes the theory of property rights,public goods theory,public choice theory and public governance theory as the guide,and starts with the present status of the management of farmland water conservancy facilities in Hunan Province.The DEA method based on Malmquist index is used to empirically analyze the Xiangxi Mountain area,the central Hunan province,and the northern Hunan Plain.According to relevant theoretical analysis and empirical results,the selection of roads for irrigation and water conservancy facilities and policy recommendations were proposed.The following conclusions are drawn:(1)The governance of farmland water conservancy facilities in Hunan Province has the following characteristics: The construction of irrigation and water conservancy facilities and the continuous improvement of irrigation conditions,but the spatial development is unbalanced and the “reconstruction of light pipes”;the new agricultural management subject promotes farmers The WUA has accelerated its development.However,there is still a shortage of supply of irrigation and water conservancy facilities and the dislocation of supply main bodies;the management and protection mechanism of farmland water conservancy facilities has been continuously innovated,and the reform of the property rights system has been continuously promoted,but the efficiency of governance has been low.(2)Measured by DEA method,the distribution efficiency of farmland water conservancy facilities in all regions of Hunan Province in 2015 was ranked as follows: North Hunan Plain> Xiangxi Mountain Region> Central Hunan Hilly Region.The average comprehensive technical efficiency was 0.966,0.949,0.910 respectively.(3)The management performance of farmland water conservancy facilities in Hunan Province is low,and the potential for the improvement of the efficiency of the irrigation and water conservancy facilities is large.Among them,the change in comprehensive technological efficiency is mainly caused by changes in scale efficiency.(4)Based on the Malmquist Productivity Index of three regions in Hunan Province from 2008 to 2015,the level of allocation efficiency of farmland water conservancy facilities is in the order of the central Hunan Province> North Hunan Plain> Western Hunan,and the average TFP is 0.954,0.925,0.917 respectively.(5)The annual decline rate of the technical progress index was 7.1%,and the technical efficiency change index decreased by 0.5% annually.It is believed that the technical progress index plays a key role in the change of the TFP index.(6)Refer to the successful experiences of farmland water conservancy governance in developed and developing countries.Clearly define farmland and water conservancy property rights to encourage farmers to participate in governance;Establish a good market environment for irrigation and water conservancy;Introduce the “Internet+” model to strengthen supervision over irrigation and water conservancy management.
