Research On Contracts And Performance Of Farmland Water Conservancy Facilities Governance

Farmland water conservancy facilities are an important basis for promoting agricultural modernization and ensuring national food security.Improving the governance of farmland water conservancy facilities is of great significance for consolidating agricultural production capacity,improving the quality of agricultural development and enhancing the new momentum of rural development.Since 2011,the national policy has strengthened support for the construction and management of farmland water conservancy facilities.In the documents on the strategy of Rural Revitalization and priority development of agriculture and countryside,it is emphasized that deepening the reform of farmland water conservancy,strengthening the construction of weak links,fulfilling the responsibility of management and protection,and promoting the upgrading of farmland water conservancy facilities.However,problems such as "valueing construction,neglecting management","using only","incomplete matching","aging and disrepair" still exist.The "last kilometer" and "last meter" problems have not been properly solved,especially the main opportunistic behavior in the process of governance has become a prominent shortboard in the development of modern agriculture.Therefore,it is very important to explore the logical framework of the governance of farmland water conservancy facilities from the perspective of the powerresponsibility-benefit relationship.The paper regard the natural and personalized endowments of farmland water conservancy facilities as the starting point,focusing on the governance of farmland water conservancy facilities,explain the logic of farmland water conservancy facilities governance from the perspective of contract.Firstly,It is clear that the basic category of farmland water conservancy facilities governance,and the logical framework of "endowment-propertycontract-performance" of farmland water conservancy facilities governance is clarified.Then,the paper emphatically analyses the contract conclusion of farmland water conservancy facilities under the different endowments,and expounds the contents of the contract conclusion of large and medium-sized farmland water conservancy facilities with strong dominance and weak recessive,small farmland water conservancy facilities with weak dominance and strong recessive,neutral dominant neutral recessive,strong dominance and weak recessive,and micro farmland water conservancy facilities with weak dominance and strong recessive.Thirdly,through the panel data of Hunan Province,the governance performance of farmland water conservancy facilities under different endowments is measured,and the impact of contract on the governance performance of farmland water conservancy facilities is empirically analyzed.The results show that the comprehensive efficiency of farmland water conservancy facilities governance in Hunan Province is maintained at about 0.8,showing a downward trend and then an upward trend.The pure technical efficiency is maintained at a relatively high level of about 0.9,but there are significant regional differences in the efficiency of farmland water conservancy governance.Generally speaking,the efficiency value of plain area in Hunan province is the highest,higher than the average level of the whole province,while the efficiency value of hilly area and mountain area is lower than the average level of the whole province,and the efficiency value of hilly area is higher than that of mountain area.As far as the influencing factors are concerned,the contract has a significant positive effect on the efficiency of farmland water conservancy facilities governance.The area sown by grain,the total amount of water resources and the disaster area caused by natural disasters have significant positive or negative effects on the efficiency of farmland water conservancy facilities governance.Then,taking small-scale farmland water conservancy facilities as the research object,through three typical cases in different regions,this paper deeply analyzed the endowment,contract and governance performance of small-scale farmland water conservancy facilities governance.Finally,around the governance logic of "endowment-property-contract-performance",this paper puts forward some policy suggestions to improve the governance of farmland water conservancy facilities.
