| China is a major producer and trader of agricultural products.China’s agricultural trade deficit situation is increasingly severe and irreversible.Especially,the import of fruits has increased every year On the other hand,due to the coordination of international organizations such as the WTO,traditional trade measures such as tariffs are replaced by non-tariff measures such as standards,and China has also revised the maximum residue limit standards for pesticides so frequently in recent years.so based on these two points,this paper selects China’s fruits imports as the research object,and want to explore whether the China’s pesticide residue limit standard has become a trade barrier that hinders China’s fruits imports trade.First we sort out the food safety standard system of China and the International Codex Alimentarius Commission,and show the differences between them like the number of standards,the types of pesticides involved in the standards and the procedures for the formulation and implementation of standards.Then we select several kinds of fruits which are imported more in China and high matching of pesticides to calculate a difference index to show which pesticides standards are more strict;finally,we use the Heckman Correction to estimate the two margins of China’s fruits imports and we want to explore whether there is a barrier effect on the maximum residue limit of pesticides in China.The final analysis shows that China’s food safety standards are more strict than the CAC standards,but the gap is decreasing.When China’s food safety standards become more strict,it will promote the demand of fruits imports in China and increasing theprobability of China’s fruits imports trade,it has positive impact on the extensive margin,but it also will increase the export cost of fruit exporting countries and thus inhibit the fruits exports of exporting countries to China,which has negative impact on the intensive margin.The negative effect is stronger than the positive effect so in general,China’s increasingly strict food safety standards have become the resistance of China’s fruit imports,hindering China’s fruit import trade,and the impediment to the developing countries is stronger and more influential.This requires China to consider the safety of the standard in the future revision process of the standard,but also to consider the rationality,to prevent it from hindering trade development and even causing trade disputes. |
