Multifunction Cultivated Land And Its Coordination Mechanism With Socio-economical Development

At present,China’s economic development has entered the new normal,and factor-driven production is transforming into capital-driven and innovation-driven.As the basic material element of agricultural production,cultivated land used for the single purpose of crop output has been weakening its driving effect on economy.In addition,the quantity and quality of cultivated land are threatened due to the impact of urbanization and industrial land use demand and pollutant emission.The economic contribution of cultivated land is low and the quantity and quality of its resources decline.In order to change this dilemma,it is necessary to explore the multi-functional use of arable land and seek the path of the coordinated development of the multi-functional and social economy.Based on relevant research at home and abroad,this paper sorts out and expounds relevant theories and influencing factors of multi-function of cultivated land,and tries to analyze the coupling mechanism between multi-function of cultivated land and social and economic development from a theoretical perspective.After is established on the basis of analysis of the factors affecting arable land utility and social economic development evaluation system,by using the coupling coordination model,comprehensive index method,the disorder degree diagnosis model method,correlation analysis,the quantitative study the cultivated land spatio-temporal evolution rules of multi-function and multi-functional coupling coordination between social and economic development level and related relations.This paper,taking Jiangsu Province as a study area,on the time dimension,the cultivated land in Jiangsu Province of multi-function and temporal evolution model of the social and economic development research,using diagnostic model of cultivated land in Jiangsu Province multi-function development obstacle factors analysis,which can identify using coupling coordination model of cultivated land in Jiangsu Province versatility and the coordinated development of the social and economic development level is described;In terms of spatial dimension,this paper describes the distribution of multi-functional cultivated land in 13 prefecture-level cities in Jiangsu Province in 2007,2010 and 2014,and describes the correlation degree between the cultivated land production function,ecological function,social function and the representative indicators of social and economic development by spearman correlation coefficient.Finally,the following conclusions are drawn:(1)by analyzing the law of multi-functional evolution of cultivated land in Jiangsu Province in time sequence,it is found that the comprehensive function and ecological service function of cultivated land in Jiangsu Province both show a trend of decline first and then rise,the social security function shows a trend of continuous decline,and the production function shows a trend of fluctuation first and then rise.(2)by using the coupling coordination model to study the social and economic development and the multi-functional coordination of cultivated land in Jiangsu Province,it is known that during the period from 2000 to 2016,the social and economic development and the comprehensive functional coordination of cultivated land in Jiangsu Province gradually developed from barely coordinated to good coordinated.The coordination between socio-economic development and the productive functions of cultivated land increased from barely to good coordination.The coupling coordination of social and economic development-cultivated land social function was promoted from barely coordination to intermediate coordination.The coupling coordination of social and economic development-cultivated land ecological function decreased from barely coordination to close to disorder,and finally to good coordination.(3)according to the diagnosis of multi-functional system obstacle factors of cultivated land in Jiangsu Province,during the period from 2000 to 2016,the functional obstacle degree of cultivated land production in Jiangsu Province continued to decline,while the functional obstacle degree of cultivated land social security and ecological service continued to rise.The main obstacles to the multi-functional development of cultivated land in Jiangsu Province are the low proportion of primary industry employees,the large income gap between urban and rural areas,the high degree of land fragmentation and the low ratio of per capita ecological carrying capacity of cultivated land.(4)according to the analysis of the multi-function of cultivated land in various prefecture-level cities of Jiangsu Province in 2007,2010 and 2014,it is found that in terms of the productive function of cultivated land,the productive function of southern Jiangsu increased rapidly during the research period,and eventually formed the spatial differentiation pattern of high in the south and low in the north.In terms of the social security function of cultivated land,the southern part of Jiangsu Province always maintains a low level,while the northwestern part keeps rising,eventually forming a spatial differentiation pattern of north,south and high.In terms of ecological function,in 2007,the north central plain of Jiangsu(yancheng,suqian and huai ’an)had strong ecological function,while the south Jiangsu(zhenjiang,changzhou and wuxi)had weak ecological function.Till 2014,the ecological function of cultivated land in northern Jiangsu was still at a relatively high level,and only the ecological function of nanjing in southern Jiangsu was significantly improved.(5)according to the correlation analysis between the multi-function of cultivated land and social and economic development,the productive function of cultivated land has a strong positive correlation with the indicators representing rural economic development(output value of agriculture,forestry,animal husbandry and fishery per land,output value of planting industry per land).On the one hand,the social security function of cultivated land is negatively correlated with relevant indicators of rural economic development;on the other hand,it is negatively correlated with relevant indicators of living standard of representative farmers.There is a strong negative correlation between the function of cultivated land ecological service and the output value of agriculture,forestry,animal husbandry and fishery per land and planting industry per land,and a strong positive correlation between the function of cultivated land ecological service and the investment scale of primary industry.Qualitative and quantitative research on the production function,ecological service function,social security function of cultivated land and their relationship with the level of economic and social development can not only provide empirical research support for the research field of multi-functional protection path design of cultivated land,but also provide theoretical guidance for the transformation of agricultural economy in China.
