Study On The Mode Of Comprehensive Utilization Of Straw In Harbin

Harbin is an agriculture city,whose grain total output reached 33 billion tons in 2017,crop straw,especially corn straw,has a large yield and wide distribution,but because of many reasons such as technology,environment,the temperature in Harbin is very low(annual average temperature is-5 degree centigrade),cellulose degradation is slow,straw utilization is insufficient,a large number of straw is burned openly,which has caused soil organic matter decreases of burned straw and the serious atmosphere pollution,and wasted the precious resource.On the basis of reading lots of related researches at home and abroad,this paper summarizes the domestic and foreign research present situation and trend,which lays the theoretical basis for the study of comprehensive utilization of straw in Harbin,measures and evaluates Harbin's straw comprehensive utilization level,clarifies the restricted factors of comprehensive utilization of straw in Harbin,advances a management mode of straw comprehensive utilization,and discusses the positives of comprehensive utilization of straw for optimizing the energy structure,protecting the ecological environment,promoting the farmers' income,improving the utilization efficiency of agricultural resources.The main research content of this paper is to design a management mode of straw comprehensive utilization for Harbin.By analyzing the existing problems which restrict straw comprehensive utilization governance,the paper concludes the main problems that thought understanding is not in place,the rate of straw comprehensive utilization is not high,the stacking areas are difficult to be implemented,mechanical devices are insufficient,the cultivation of market is inadequate,the management is inelegant and so on,among them,the article has the objective description,and also has the judgment and analysis.After that,on the basis of the data mastered,the paper analyzes the factors of affecting the comprehensive utilization of straw in detail,including the analysis of policy factors,technical factors and market factors restricting the comprehensive utilization of straw in Harbin.This paper insists on paying equal attention to resource conservation and environmental protection,combining dredging andblocking,treating both the symptoms and root causes,and carries out the overall design of comprehensive utilization of straw in Harbin and the pattern design of‘1+1+X' from the aspects of ideas,principles,objectives and strategic basis points.Finally,aiming at the existing problems and influencing factors in constructing the mode of straw comprehensive utilization,the paper puts forward specific countermeasures and suggestions.
