With the development of socialism with Chinese ch,aracteristics entering a new era and the continuous improvement of people’s living standards,under the overall planning layout of ecological civilization construction in China,the proposition of forest city construction has put forward higher requirements for urban ecological construction,and urban ecological construction is in the stage of exploratory transformation.At this stage,we need to invest a lot of manpower,material resources and financial resources.Only relying on a single mode of direct operation by the government can not meet the new requirements of urban ecological construction.Therefore,how to introduce a new resource management model to alleviate the pressure.of urban ecological governance has become the main problem to be solved urgently in the operation and management of urban ecological construction in the new stage of development.Based on the research of ecological resources,this paper summarizes the related theories of capitalization operation of ecological resources,and analyses the project design of capitalization of urban ecological resources from the transformation of resources,assets and capital:from the proposal of pre-project planning scheme to the establishment of project transaction scope and cooperation period,as well as the establishment of financing structure and risk allocation mechanism.On this basis,the capitalization operation mode of ecological resources under forest city construction is discussed,and the different operation modes and profit modes of urban ecological resources project are specifically divided.Through the establishment of project operation mode,a project evaluation model based on the value of ecological resources and ecological services was established and validated.It is concluded that the capitalized operation of urban ecological resources takes projects as carriers,perfect operation conditions and innovative profit model,and project value evaluation model based on ecological service value of ecological resources,which explores the participation of social capital in urban ecological construction. |
