Urbanization and rapid economic development, uncoordinated environment, resources and population between the increasingly prominent, serious environmental pollution problems, and is closely related to humans, seriously affecting the health of everyone, has attracted wide attention and high priority. Heilongjiang province forestry, Harbin is the capital city, which is the focus of forest, forestry big city, rich forest resources for forest ecological asset valuation and service functions of the foundation.In this paper, through literature reading, to grasp the method of evaluation of forest ecological assets and its service function, using the analytic hierarchy process and fuzzy comprehensive evaluation method are scientific and reasonable, which has value to accurate measure the forest assets in Harbin city, make people aware of protecting forest resources means the protection of their homes and livelihoods. The service function of forest resources can be provided to air purification, carbon fixation and oxygen release and so on, forests play an important role in urban air quality improvement. Through the service function evaluation index of forest ecological assets is the material foundation to promote the development of the city, it is a necessary condition for the sustainable development of the city. This study applied to practice, to improve the quality of the urban environment, improve the urban ecological construction, promote the improvement of economic level, enhance the international status, enhance the understanding of human qualities and scientific. In this paper, combined with the population, economic and environmental problems in the background, with the rapid development of economic society, the frequent occurrence of natural disasters, people ignore the protection of the ecological environment, resulting in a surge of the contradiction between the city economic and social sustainable development and city ecological deterioration of the environment, human and biosphere balance is destroyed, and therefore the city forest to improve the city’s ecological assets and services more attention.First of all, through the comparative analysis on forest ecological asset service function economic value, social value and ecological value, using the analytic hierarchy process, through the expert scoring, summed up the factors of forest ecological assets which the service function value of the prominent influence, affect the value of the factor to consolidate and maintain, factors affecting the value of smaller, seek methods into the factors affecting the value of the.Secondly, the use of fuzzy comprehensive evaluation method, evaluation results show that the standard influence factors of forest ecological asset services important above accounted for more than 90%, which proved that the selected factors are representative and scientific service function of forest ecological assets.Finally, the willingness to pay for the services of forest ecological assets of Harbin residents to function, in the form of a questionnaire, estimate the total value of Harbin’s forest ecological asset services. The survey by comparing the value of the service function of forest ecological assets and willingness to pay for the public service function of forest ecological assets of Harbin, found that the common problems of the evaluation of urban forest ecological service function and evaluation of assets, according to the problems and gives suggestions to improve the forest ecological service function value of assets that should give full play to the functions of government, develop forestry industry, strengthen the degree of attention to the ecological value of forest assets, ecological assets assessment to determine the standard method and the establishment of forest ecological compensation mechanism.Through this research, the forests ecological assets with the service function value, by taking Harbin city as an example, the study found that the willingness to pay of service function of forest ecological assets strong, but the lack of a unified regulatory and corresponding forestry and ecology theory the lack of knowledge, so we should strengthen the theoretical knowledge of the guidance, improve the people’s for the protection of ecological environment and conducive to promoting sustainable development of urban forest ecological service function of assets.
