Forestry activities play an important role in responding to global climate change initiatives and are focused by the international communities.Comprehensively constructing the national carbon market and completing the marketization of natural resources are the most effective ways for China to respond to the adoption of climate change.?The 13th Five-Year Plan?clearly stipulates that china will comprehensively protect natural commercial forests and forests in key ecological locations,ensuring that the forest volume will increase by4.5billion cubic meters compared with2005forest harvesting,wood product transportationand the process of use seriously caused carbon emissions.Protecting forests and reducing emissions from extraction and transportation can effectively improve the quality of forests in China and increase forest volume,which will help reduce greenhouse gas emissions.The main research purpose of this paper is to develop the "Methodology for Forest Conservation Carbon Sequestration Projects" and to establish methodological guidelines that are consistent with the international metrology and monitoring system and with the state of forest development in China.It will make up for the gaps in forest conservation projects and methodologies in the CCER and provide technical support for improving China's carbon trading markets.This paper uses the methodological tools and measurement methods related to Clean Development Mechanism(CDM)and International Carbon Standards(VCS)as templates to study the baseline scenario,additionality,carbon storage measurement,monitoring methodology and leakage analysis.The results are as follows:1.Using logical reasoning,government planning and historical data investigations to determine the baseline scenario of China's forest protection carbon sink projects as reasonable harvesting according to the annual harvesting plan or forest land occupation approved by government agencies.2.Through the additionality procedure,forest protection projects can generate net emission reductions,which are additional.3.According to the principles of maximum cost-effectiveness and availability of parameters,it is suggested that forest conservation carbon sink projects use the cumulative-biomass equation method combined with the default value method.4.Through the measurement of monitoring methodology and leakage analysis,the project emission reduction can meet the requirements of "three possibilities" and meet the environmental integrity.5.Case studies in the Inner Mongolian area confirme the feasibility of the implementation of China's forest protection projects and the soundness of the proposed methodology.
